RECENT OPINIONS OF THE ATTORNEY GENERAL

The Village of Tiskilwa, Bureau County, has authority to co-operate with the federal government in a flood and sediment control program involving expenditure of money outside the corporate limits of the village, Attorney General Latham Castle has advised Stillman J. Stanard, Director of the Illinois Department of Agriculture. The village, Stanard advised Castle, will have funds available for use in the project, upon which it has been working with the Bureau County Soil Conservation Districts. This authority is given to Illinois munnicipalities, Castle advised Stanard under the statutes of the state, and also under the federal Watershed Protection and Flood Prevention Act.

Other opinions issued recently by Attorney General Castle include:

Federal approval is necessary before the State of Illinois can authorize the taking of water from the Chain of Rocks Canal for manufacturing and industrial purposes. Castle's opinion, answered a query from E. A. Rosenstone, Director of the Illinois Department of Public Works and Buildings. The Granite City Steel Company, Rosenstone advised Castle, proposes to construct a pipe line to carry the water it needs from the canal to its plant; and

A foreign savings and loan association is not "doing business" in Illinois if it merely loans money to Illinois residents. Castle's opinion, however, warned State Auditor of Public Accounts Orville E. Hodge that activities of such associations in Illinois in conjunction with such loans as a regular course of business may subject such an association to provisions of the Foreign Savings and Loan Associations Act.
