a mid-year meeting

May 2, 1970

President Donald F. Bresnan has called a meeting of all committees, the Board of Directors and Officers, to be held on May 2nd, 1970, at Pheasant Run Lodge on North Avenue (Route 64) near St. Charles, Illinois. Delegates from all member park districts are invited to attend. Delegates not on a committee will be assigned to one!

The program will open with registration, coffee and doughnuts at 8:30 a.m. Following a brief welcoming general assembly, the committees of the Association will meet in the various rooms to be assigned in Gallery Hall. The committees expected to meet are listed below:

LEGISLATION
The basic purpose of this committee is to recommend to the Board of Directors refinements in Park District legislation that should be proposed to the general assembly.

CON-CON ADVISORY
The basic purpose of this committee is to recommend to the Board of Directors refinements in Park District legislation that should be purposed to the general assembly as a result of Con-Con.

HONORS
The Committee has the task of recommending to the Board of Directors life memberships, merit citations, and citations for service. It is the function of this committee to memorialize the deceased.

MEMBERSHIP and CREDENTIALS
The basic purpose of this committee is to recommend to the Board of Directors policies with respect to members and to examine and improve the credentials submitted for participation in the Annual Meeting.

Over and above this purpose it is the desire of the president to bring members into closer contact with the Association. Too many people feel they are left out in the cold. And naturally, insofar as possible, it is desirable to recruit the non-member park districts.

PUBLIC RELATIONS
The basic purpose of this committee is to recommend of the Board of Directors proposals for the continuance of the Association's public relations work. As you know, last year quite an extensive effort was made and there is some feeling that a follow-up is advised this year, the exact form of which has not been determined.

TRAINING SESSONS
The basic purpose of this committee is to plan, coordinate and to recommend to the Board of Directors, the various training subjects to be covered. The committee will deliberate on a schedule of dates, and places, as well as topics.

ANNUAL CONFERENCE
The purpose of this committee will be to plan and conduct the annual conference which will be held at the Pick-Congress Hotel in Chicago. The dates are November 1-3, 1970. One of the particular reasons for appointing a relatively large committee of commissioners for the annual conference committee is that there has been so much feeling that the annual conference is drifting away from meeting the needs of board members.

RESOLUTIONS
The purpose of this committee is to review resolutions proposed for the Annual Meeting, to make sure the proposals are circulated to all members, and that the resolutions meet the proper form for adoption.

RELATIONS
Joint IAPD-IPRS. Organized jointly by the Association and the Illinois Park and Recreation Society to coordinate and integrate the programs of both bodies, and as far as IAPD is concerned to deal with personnel problems of the parks and recreation movement in Illinois.

NON-STAFF PARK DISTRICTS
A committee to explore ways and means for most effective park operations in situations where employment of a full-time staff is unfeasible.

Two additional committees will be proposed for consideration of the Board of Directors as follows:

ENVIRONMENTAL ISSUES
Park Districts like all other governmental units shall be implored by citizens to contribute to an improved environment. This committee will advise the Board of Directors on how new environmental demands shall best be met.

PROBLEMS and SUBJECTS FOR FUTURE SURVEY AND RESEARCH
As the Illinois Parks and Recreation Foundation begins to seek funds, it will be necessary to have a backlog of studies to recommend for foundation support.

At eleven-thirty, the committee sessions will break for a luncheon to begin at noon. We feel fortunate to have the state's most prominent conservationist as our speaker:

WILLIAM L. RUTHERFORD of PEORIA

Mr. Rutherford will pick his own topic and we know it will be stimulating. If time permits following his remarks, we shall hear brief reports on the committee meetings.

After the noon luncheon there will be a regular meeting of the Board of Directors, tentatively scheduled for two o'clock. At this meeting the directors will give further consideration to the committee reports and recommendations and all aspects of Association operations.

Registration for the one-day Drive-in meeting will be $10.00, which shall include the cost of the luncheon.
