John S. Wineman, Jr. was named Outstanding Highland Park Young Man of the Year by a Jaycee-appointed committee. Mr. Wineman, 33, is president of the Park District of Highland Park. He has served on the city plan commission, harbor commission and the Highland Park-Highwood Community Chest. Mr. Wineman is also active on the Jewish Council of Urban Affairs and the Volunteer Pool of Highland Park. He is assistant to the president of the First National Bank of Highland Park.

David B. Colmar has assumed the responsibilities of the Superintendent of Recreation for the Homewood-Floosmoor Park District. Mr. Colmar will aid in the preparation of plans and community wide programs as requested when the need arises, in the preparation of the budget and supporting materials and in the establishment and continuance of co-operative planning and working relationships with the local community agencies and other organizations.

Mr. Colmar is the first full-time Superintendent of Recreation in the South Suburban area and will assume the responsibility for over 40 programs which have been started during the past year and one half by the Director, Mick Pope. A graduate of San Jose State College in California with a B.S. in recreation. His last employer was the Athletic Institute as a representative in colleges and high schools in the midwest region. Prior to that, he served as Recreation Supervisor in charge of sports, aquatics and hockey in the Arlington Heights Park District.

Work is continuing, as weather permits, to upgrade the three park sites presently owned by the Oak Forest Park District. The work is being done by North American Road Builders; the landscaping by Felix Grundstrom Landscaping Co.; the playground equipment by Howard White and Associates, Inc. Total cost will run to $123,000.00.

Edward J. Silha, Jr. was appointed, effective 2/26/70, to Commissioner of the Oak Forest Park District replacing Wilmer Austin who resigned due to heavy outside business commitments. Mr. Silha will continue as Treasurer.

President Bob Walsh of Oak Forest Park District was recently elected President of the South Suburban Park District Assn.

Honorable Edward A. Warman, Rep. 4th Dist., Arthur J. Jago, Vice Pres., Skokie Park District Board, Allan A. Weissburg, Pres., Skokie Park District Board.

The Skokie Park District presented the "Honor Citation" of the Illinois Association of Park Districts to Representative Edward A. Warman, from the Fourth District. The award was presented to Representative Warman for his support of Park District Legislation. This award was presented by the direction of a resolution approved at the Annual Meeting of IAPD.

President Allan Weissburg of the Board of Park Commissioners of the Skokie Park District and Arthur Jago, Vice President of the Board made the presentation to Representative Warman. President Weissburg extended sincere appreciation to Representative Warman for his efforts on behalf of Parks and Recreation and Conservation in the State of Illinois.

Elmer C. Schoppe

The Bartlett Park District Board of Commissioners recently dedicated a new six-acre school park, the "Elmer G. Schoppe Park".

Elmer C. Schoppe was a charter member of the park board. Being a local farmer, Mr. Schoppe helped convince the rural opposition about the advantages of a park district. Elmer continued as an enthusiastic supporter of park and recreation programs. His untimely death at the age of 44, on August 26, 1966, left a big vacancy on the park board.

The Bartlett Park District recently purchased a six-acre tract of land adjacent to land purchased by School District U-46. School District U-46 plans to build a junior high school on this site. The present park board unanimously decided to name the new six-acre park after Mr. Schoppe.

Elmer G. Schoppe was born in Bensenville, Illinois, on a family farm, the site of which is now part of O'Hare Airport. His survivors includes his wife, Wilma, and three sons, William, John and Mark.

SCHOEBERLEIN HONORED—State Rep. Allan L. Schoeberlein of Aurora has been honored by the Illinois Association of Park Districts for the work he has done for all park districts in the state. He has pushed for much legislation which has helped park districts do their jobs of providing recreation areas for Illinoisans. The Fox River Valley Park District was asked to present a plaque to Schoeberlein since this is his home park district. Seated are Schoeberlein (left) and W. L. Midwest P & R Association

At the Annual Meeting of the Midwest Park and Recreation Association, the following slate of officers was presented for 1970.

The members of this organization get together once a month to discuss the problems confronting them in the park and recreation field.

An educational conference is held annually which lasts two days at the Chicago Park District's Administration Building. Every other year an equipment show is held. Also once a year a dinner and preview of the Annual Mum Show is held at Garfield Park and is attended by these men and their wives.

The aim of this organization is to help one another with problems presented to park districts anywhere.

The members of this organization come from Wisconsin, Northeastern Illinois, Indiana and many other areas. Total membership to date is one hundred and seventy five members.

Congressman Edward J. Derwinski recently toured the present and future park sites of the Oak Forest Park District. He stated he would help at the Federal level with the Park District's application for Federal Funds.
