Appointments
Robert F. Corcoran, Springfield, as special assistant to the governor for education, by the governor effective January 3. Corcoran previously worked for the Colorado education commission and replaced James Nowlan who became campaign manager for U.S. Sen. Charles Percy.

Arven H. Saunders, Edwardsville, as director, and David H. Lewis, Effingham, as assistant director, Illinois Division of Aeronautics, by the governor effective January 1. Saunders, who replaced Acting Director David Campbell, will continue on a part-time basis as executive director of the St. Louis Metropolitan Area Airport Authority. Lewis was chairman of the Effingham Airport Authority.

Brig. Gen. John R. Phipps, Springfield, as adjutant general, chief of staff of Illinois' Military and Naval Department, by the governor effective January 1. Phipps had been acting adjutant genera] since June 16 when Maj. Gen. Harold R. Patton retired.

Bruce Johnson, Springfield, as executive director, Joint Committee on Administrative Rules, by the committee effective December 1. He is former assistant staff director for the House Democratic staff.

Garrett Deakin, Springfield, as director of the appropriations staff for Senate Democrats effective January 1. He replaced Francis Whitney, who retired after 35 years in state government. Deakin was assistant appropriations director.

Thomas Jacob, Bloomington, as campaign director, Citizens for Thompson, by the governor, effective February 1. Jacob, an attorney, is McLean County Republican chairman.

H. Carter Hendron, Springfield, as legislative liaison, by Zale Glauberman, director of legislative liaison to the governor effective January 1. Hendron was administrative assistant to Senate Minority Leader David C. Shapiro (R., Amboy) and replaced Robert Kjellander who resigned to work for Citizens for Thompson.

Rebecca Schneiderman, Chicago, as chairman of the Illinois Industrial Commission, by the governor effective December 2, 1977. A Senate confirmation is needed. Schneiderman will act as both the chief judicial and chief administrative officer in handling approximately 60, 000 workmen compensation cases this year.

James R. Helm, Springfield, as chief of local assistance, Department of Transportation, Division of Water Resources, by Director John D. Kramer effective February 17. Helm previously worked in Gov. Thompson's patronage office.

Terry Brelje, Carbondale, as coordinator of forsenic psychiatry programs for the Illinois Department of Mental Health, by Director Dr. Robert A. deVito effective November 29, 1977. Brelje will remain as superintendent of the Chester Mental Health Center. He was cited for recognition by the Society of Police and Criminal Psychologists in September for his work

Agricultural mission to China
An 18-member Illinois agricultural mission will leave in March for a two-week trip to the People's Republic of China. The members will talk with various officials and visit different areas stressing the Illinois agricultural trade with the Chinese in hope of future sales. The members are: U.S. Reps. Paul Findley (R., Pittsfield) and Edward R. Madigan (R., Lincoln); John R. Block Knoxville, director, Illinois Department of Agriculture; Donald L. Duster Springfield, director, Illinois Department of Business and Economic Development; Harold B. Steele, Princeton, president, Illinois Agricultural Association; Dr. Orville Bentley, Urbana, dean, College of Agriculture, University of Illinois, Urbana-Champaign; Hans W. Becherer, Moline, vice president, Deere and Company; Allen Aves, Kirkland, member. Soybean Operating Board for Illinois; Harold Dodd, Loami, president, Illinois Farmers Union; James Lilly, Chicago, editor. Prairie Farmer, Orion Samuelson, Chicago, farm news editor, WGN-TV and Radio; Dwayne Andreas, Moweaqua, chairman of the board, Archers-Daniels-Midland; Carroll Bolen, Princeton, president, lllinois-Wisconsin Division of Pioneer Hi-Bred International, Inc.; William W. Donna Schiller, Highland Park, as executive director. Committee on Courts and Justice — Project Merit Selection by committee chairman Robert Biesel and project chairman George Ranney, Sr., effective September 1, 1977.

Ann Maher, Springfield, as research analyst for the Department of Aging, by Director Josephine K. Oblinger effective January 3. Maher is the Republican candidate for the Sangamon County Board and was a coordinator for CETA.

Robert C. Barton, Granite City, as member, Real Estate Examining Committee, by Director Joan G. Anderson, Department of Registration and Education, effective December 21, 1977. Barton replaced Montie F. Smith, who retired after four years service.

Two men were appointed as chairman of committees to propose candidates for the University of Illinois Board of Trustees by the University of Illinois Alumni Association effective November 1, 1977. Dean Madden, Decatur, Republican committee, replaced Henry Gassman, Olney. Richard Rochester, Chicago, succeeds former Gov. Samuel H. Shapiro, Kankakee, on the Democratic committee.

Boards and Commissions
Dr. Curtis Tarr, Moline, as chairman of the Illinois State Scholarship Commission by the governor effective January 12 for a term ending June 30, 1983. Tarr, a vice-president for Deere and Company, replaced Milton Curry, Chicago.

Seven persons were appointed to the 10-member Illinois Commission on Atomic Energy by the governor effective December 6 for terms ending June 1979. Jan Barend van Erp, Hinsdale; Eugene C. Bailey, LaGrange; Donald T. Eggen, Evanston; Dr. William H. Lancaster, Riverside; William H. Perkins, Jr., Riverside; John F. Ryan, Westchester; William L. Watson, Lombard.

Joseph Kellman, Chicago, as member, Illinois Racing Board, by the governor effective January 19 for a term ending July 1, 1978. Kellman, who fills a vacancy, is the owner and president of Globe Glass and Trim Company. He also owns and breeds thoroughbred horses but is not involved in Illinois racing or breeding. Senate approval is required.

Robert L. Radmacher, Springfield, as member of the Great Lakes Commission by the governor effective December 7. Radmacher, who is deputy director of the Illinois Department of Business and Economic Development, replaced Theodore Silverman who resigned. The commission is comprised of members from eight states surrounding the Great Lakes and the St. Lawrence Seaway.

Reappointed to the Illinois Community College Board by the governor effective December 20 for terms ending June 30, 1983, were Toussaint Hale, Chicago, as vice chairman; and James W. Sanders, Marion. Senate confirmation is required.

Appointed to the five-member Northeastern Illinois Planning Commission by the governor effective December 27 were Robert Biesel, Kenilworth; Charlie A. Thurston, Wheaton; Edgar Vanneman, Jr., Evanston; Donna Schiller, Highland Park; and Glenn Coburn, Frankfort. Members serve year terms.

Three new members were appointed to the Illinois Energy Resources Commission; Rep. Richard Hart (D., Benton); Paul Lingo, Carlinville, Monterey Coal Company; Dale Wade, Breese, Clinton County Oil Company. Reappointed were Rep. Joe E. Lucco (D., Edwardsville), as chairman; Sen. John J. Nimrod (R., Park Ridge), as vice chairperson; Dr. James P. Hartnett, Chicago, as secretary; Sen. Kenneth Buzbee (D., Carbondale); Sen. Gene Johns (D., Marion); Sen. John Knuppel (D., Virginia); Sen. Robert Mitchler (R., Oswego); Rep.

Ralph Dunn (R., DuQuoin); Rep. Adeleine Geo-Karis (R., Zion); Rep. Daniel Pierce (D., Highland Park); Richard Gallagher, Chicago, First National Bank of Chicago; John Gordon, Rockford, Commonwealth Edison Co.; Tor Kolflat, Winnetka, Sargent and Lundy; Donald Schmitt, Streator; Eugene Voiland, Naperville, General Electric Co. All will serve two-year terms.

Seven members appointed to the new Generic Drug Technical Council by Illinois Department of Public Health Director Dr. Paul Q. Peterson effective December 21 are: Dorothy Hubler, M.D., Casey; Richard H. Suhs, M.D., Springfield; James T. O'Donnell, Pharm.D., Palatine; Donald R. Cronewald, R.Ph., Washington; Raymond J. Cicci, R.Ph., Springfield; and Vincent A. Constanzo, R.Ph., M.D., Chicago. The council was created to determine which generic drugs may be substituted for those prescribed by physicians. The two-year terms are unsalaried.

Shirley R. Madigan, Chicago, to fill a vacancy on the 25-member Illinois Arts Council, effective December 20 for a term ending in June 1981. Madigan was assistant office manager at the Chicago law firm of Neistein, Richman, Hausling and Young, Ltd.

State Chamber creates 2000 Foundation
The Illinois State Chamber of Commerce announced creation of the Illinois 2000 Foundation, an advisory group which will propose long range group the state. Organizers of the foundation are: A. Robert Abboud, chairman of the board, First National Bank of Chicago; Roger E. Anderson, chairman of the board. Continental Illinois National Bank and Trust Company of Chicago; Thomas G. Ayers, chairman and chief executive officer. Commonwealth Edison Company, Chicago; David Connor, president. Commercial National Bank of Peoria. David E. Baker was appointed executive director of the foundation.
