Monthly payroll statistics for state workers show that the Department of Mental Health and Developmental Disabilities payroll decreased by 586 employees since last April. Public Aid has cut 373 employees in the same period. . . . Illinois Lottery Supt. Richard W. Carlson reported a 48 per cent increase in lottery ticket sales from January to March 1978 compared with the last three months of 1977. . . . The Department of Registration and Education revoked or suspended 244 professional licenses in 1977, a record high ... Illinois traffic deaths continued a downward trend for the first four months of 1978 with a total of 457 fatalities, a decrease of 15.8 per cent from the same period in 1977 and 17.2 per cent from 1976. . . . The foreclosure rates for outstanding mortgage loans owned by Illinois savings and loan associations dropped to 5.1 out of every 10,000 mortgage loans in the second half of 1977, compared to a 6.7 rate during the first half of the year. . . . The maximum lawful interest rate for residential real estate mortgage loans in June is 10 1/4 per cent... . The comptroller's monthly report showed the state's end-of-month available balance in general funds for April was $74 million, compared to $104 in April 1977. The combined funds end-of-month available balance was $159 million, compared to $178 million last April. Continuing delays in the receipt of federal aid reimbursements caused the drop in the combined funds balance. Some state funds have not yet been transferred to the general funds, causing a considerably lower general fund balance. . . The statewide unemployment rate for April was 5.5 per cent, a drop from the March figure of 6.7 per cent. An increase in May to 6.1 per cent was statistically insignificant (the margin for error in the Illinois sampling of 2,500 persons expanded to cover a labor force 5 million is plus-or-minus 16 per cent). Final unemployment rates for March in the state's major cities were: Chicago, 6.3 per cent; Bloomington-Normal, 5.6 per cent; Champaign-Urbana, 5.8 per cent; Decatur, 7.8 per cent; Davenport-Rock Island-Moline, 5.6 per cent; East St. Louis area, 7.1 per cent; Kankakee, 8.6 per cent; Peoria, 6.0 per cent; Rockford, 5.7 per cent; Springfield, 6.8 per cent.
