Fraud and abuse of programs of the Illinois Department of Public Aid and the Illinois Bureau of Employment Security are estimated to total several hundred million dollars a year. This preliminary commission report includes findings, recommendations and discussion in six major problem areas: provider fraud, personnel, law enforcement, automated systems, organization and laws and regulations.

This pamphlet explains how legal fees are calculated by lawyers (and sometimes judges) and explains the meaning of such terms as retainers, fixed fees and contingent fees.

Collective Bargaining and the School Board Member by Max A. Bailey and Ronald R. Booth, Illinois Association of School Boards, 330 lies Park Place, Springfield 62718 (1978), 62pp, $4.00.

This handbook on the collective bargaining process in education describes how the school board should approach its roles in setting policies, determining bargaining limitations, selecting and instructing a negotiating team and dealing with the community. Warning against union-busting tactics, the authors argue that much of the conflict prevalent in school bargaining is due to a lack of sophistication on both sides of the table.

Organized Labor and Workmen's Compensation in Illinois: An Interim Study 1974-1977 and Organized Labor's Political Power: Case Study of Illinois 1974-76 by John B. Parrish, Illinois series 1 and 2, Foundation for the Advancement of the Public Trust, Inc., Arlington, Va. (1978).

Written from a business point of view, these two monographs are the first in a scheduled series of 14 dealing with various aspects of the influence of organized labor on public policy decision making in Illinois. The overall thesis is that "because of selected economic, social and political changes in recent years, organized labor has become one of the most, and when united, the most dominant single political entity determining public policy in the State of Illinois."

The 1973 School Finance Reform in Illinois: Quo Jure? Quo Vadis? by G. Alan Hickrod and Ben C. Hubbard, Center for the Study of Educational Finance, Illinois State University, Normal (March 1978), 44pp.

This report outlines legislative details of the 1973 school finance reform and subsequent amendments, which changed the way in which state funds are allocated for the public schools in Illinois. Also discussed are the changes in political values reflected in the new law, evaluative research being conducted on the reform and possible future reforms.
