Family Home Care Program: A Study of Geriatric Foster Care Services as an Alternative Housing Environment in Illinois, by Marcia B. Steinhauer for the Illinois Department on Aging (1978), 25pp.

Housing, along with income and health related issues, are probably the three most pressing problems facing the elderly in this country today. This study deals with the first of these and concentrates on one of several housing options: foster care. Such care is "the programmatic use of a private residence for the care of a non-related elderly person who requires supervision and/or assistance with the essentials of daily life." The report considers the historical background of such care, its current status in the U.S. and Illinois, a prototype for implementation, and several unresolved issues; it concludes with 16 recommendations.

Fiscal Note and Reimbursement Programs for State Mandates, by Norman Waizer, Illinois Cities and Villages Municipal Problems Commission (November 1978), 65pp.

At present, only California and Montana have a reimbursement system for state imposed mandates. Several others require a fiscal impact statement prior to passage of a mandate by the legislature. This study describes the experiences of the states with these programs and tries to determine their applicability to Illinois.

This summary report outlines the major trends and options facing the Illinois economy between now and the year 2000. It looks at jobs and economic development, major issues influencing development (such as energy, environment and transportation), and government activity and human resources (including taxes, health, education and welfare).

Illinois Highways and Economic Growth, by A. James Heins and John Graham, forthe Illinois State Chamber of Commerce(January 1979), 53pp.

Based on statistics from 28 states, this study suggests that states that finance highways from nonhighway sources do not grow as fast and that those states that rely more heavily on fuel taxes ought to grow faster than states that tend to rely on fees. The authors use these and other findings to judge the effect of increased capital outlay for highways on the economies of each of 16 Illinois counties.
