The Illinois School Aid Formulas, A comprehensive Explanation of Ill. Rev. Stat. Chap. 122, par. 18-8, by Linda G. Knibbs, House Democratic Staff (April 1979), 25 pp. (Available from House Democratic Staff Office, State-house, Springfield)

Each substantive unit of the statute dealing with public school funding is presented verbatim and preceded by an explanatory paragraph. These explanations are prefaced by a discussion of both the Strayer-Haig and the Resource Equalizer formulas and arc followed by a table, "Illinois School Funding Cycle," which shows how the responsibilities of the county assessor, county clerk, county treasurer, State Board of Education and local school districts are interrelated.

■    Economic Impact of Prohibiting Landfill Development Within 2000 Feet of Public Schools, by George Noble for Institute of Natural Resources, Doc. no. 79-05 (February 1979), 166 pp.

The proposed regulation of new landfill developments came in response to concern over traffic and safety problems, noise of heavy machinery, rats, odors, dust and litter. The report concludes that the economic impact, due to increased transportation costs, will be greatest in densely developed counties; the impact on some local governments and on commerce and industry could be significant.

■    Illinois Data Book, Department of Business and Economic Development, 1978 edition, 228 pp.

This handbook is the sixth edition of a book first published in 1970. It is divided into two parts; the first part includes statistical information pertaining to the entire state, while the second part presents regional economic data for each of nine regions. The data cover such topics as personal income, manufacturing, transportation, population, employment, mining and agriculture.

■    "Chicago's Uptown: Public Policy, Neighborhood Decay, and Citizen Action in an Urban Community," by Elizabeth Warren, Urban Insight Series (Center for Urban Policy, Loyola University of Chicago, 820 North Michigan Ave., Chicago, 60611), no. 3 (July 1979), 114pp. ($4.00 per copy).

The author argues that the revitalization of Uptown is a reality but that a number of questions remain, chief among them, is there room for low-income groups? The Uptown experience suggests that strong, active community organizations are necessary to reflect and advocate various needs; it also points to the need for both governmental and private resources if the hoped for goals are to be reached.
