O'Connor heads Department of Insurance

Philip R. O'Connor, Chicago, was appointed director of the Department of Instance by the governor effective in April pending Senate confirmation. O'Connor, who had served as acting director since last July, succeeds Richard L. Mathias who resigned to accept a job in private industry.

Top education officials say 'farewell'

First it was State Supt. of Education Joseph M. Cronin. Now two other top officials who helped shape education in Illinois during the 1970's have announced their resignations: James M. Furman, Springfield, executive director of the Board of Higher Education (IBHE), and Dr. Fred L. Wellman, Springfield, executive director of the Community College Board (ICCB). Furman, whose resignation is effective August 15, has been executive director of IBHE since 1975. He will become vice president of the MacArthur Foundation, a Chicago-based philanthropic trust. John Corbally, former president of the University of Illinois, is president of the foundation. Wellman, whose resignation is effective June 30, has served as director of ICCB sincee 1970. He has not yet announced his future plans.

Toll Highway Authority

Frank A. Gesualdo, Northbrook, as director of the Illinois State Toll Highway Authority, by the governor effective in May for a term ending July 1, 1984. Gesualdo is owner of Frank Mauro Oldsmobile, Berwin. He replaces James L. Samorian, Rockford, whose term expired. The appointment requires Senate confirmation and pays $15,000 a year.

The judiciary

The Supreme Court made the following appointments:

Worthy B. Kranz, Sullivan, as judge of the 6th Judicial Circuit, effective April 1. Kranz, who had been an associate judge, replaced Joseph Munch who resigned.

Dom J. Rizzi, Northbrook, as a member of the Supreme Court Rules Committee, effective in March. Rizzi is a judge of the 1st District Appellate Court.

Robert C. Buckley, Arlington Heights, as member of the Committee on Illinois Pattern Jury Instructions in Civil Cases, effective in March. Buckley is a judge in the Cook County Circuit Court and is an active member of the Illinois Judicial Conference.

The court also assigned the following retired Cook County judges to judicial service in the Circuit Court of Cook County effective April 1 through September 30, 1980: Daniel A. Covelli, Inverness, and Archibald J. Carey Jr., Norman N. Eiger and Harry S. Stark, all of Chicago.

Retired judges Raymond Trafelet, LaGrange Park, and Benjamin Nelson and Eugene L. Wachowski, both of Chicago, were assigned to serve in the Cook County Circuit Court effective May 1 through September 30, 1980.

The resignations of Circuit Judges Harold R. Clark of Alton and William F. Patterson and Frank J. Wilson, both of Chicago, were accepted by Chief Justice Joseph H. Goldenhersh. Clark, a judicial officer since 1956, served several terms as chief judge of the 3rd circuit; he resigned effective April 21. Patterson and Wilson, who have been judicial officers in the Cook County Circuit Court since 1964, resigned effective June 1.

Loren J. Kabbes, Mattoon, was appointed by the circuit judges of the 5th Judicial Circuit as an associate judge, effective in May. Prior to this appointment he was in private practice.

Other appointments

Robert C. Maple, Springfield, as deputy director of the Department of Registration and Education, by Acting Director James D. Nowlan effective in April. He replaces Jerry D. Sternstein, Springfield, whose position was terminated in March. Previously Maple was deputy director of the bureau of fiscal management and operational support services, Department of Rehabilitation Services (DORS). Robert R. Clark, Springfield, replaces Maple as deputy director of the DORS bureau, and Paul A. Armento III, Springfield, took Clark's former position as DORS internal audit manager. Armento had been a senior auditor with the agency. Both DORS appointments were made by Director Jeffers in May.

William A. Jansen, Springfield, as chief conservation engineer of the Department of Conservation (DOC), by Director David Kenney effective in May. Jansen had been with the North Carolina Wildlife Resources Department. He replaces Edward E. Donahue who has gone into private business. Other DOC appointments include: Thomas D. Smiley, Springfield, and Robert A. Roads, Jacksonville. Smiley became head of the engineering division's regional operations in April, replacing Gary Wilken, who left DOC to go into private business. Roads, became assistant chief engineer and head of central operations in March, replacing Lincoln D. Cochrane who also resigned to work in the private sector.

Virginia Conlee, Springfield, as assistant administrator of child protective services for the Department of Children and Family Services (DCFS), by Director Gregory Coler effective June 1. This is a newly created position, headquartered in Springfield, to concentrate on programs aimed at serving the whole family. Conlee had been associate director of the bureau of Title XX administration, Department of Public Aid.

Eric S. Beckjord, Argonne, to the newly created post of deputy laboratory director for science and technology, Argonne National Laboratory, effective March 31. Beckjord was director of the Department of Energy's division of nuclear power development and coordinated the U.S. International Nuclear Fuel Cycle which evaluates ways of preventing nuclear weapons proliferation from commercial plants.

Galen J. Reser, Alexandria, Va., as director of legislation and projects for the Washington staff of U.S. Sen. Charles H. Percy (R., Ill.), by Sen. Percy effective in May. Reser had been Illinois project director of Percy's staff since 1979. He replaced Hannah Sistare.

Dr. Robert P. Johnson, Springfield, was reelected speaker of the Illinois State Medical Society (ISMS) House of Delegates effective in April. He was also elected vice-chairman of the Illinois State Medical Inter-Insurance Exchange by the exchange's board of governors. Dr. Fredrick Lake, Evansville, was reelected chairman of the exchange for a one-year term. The exchange is an insurance company created by the ISMS to provide professional liability coverage for doctors.

Amy R. Hecker, Chicago, as executive director of the Landmarks Preservation Council of Illinois (LPCI), by the LPCI Board of Directors effective in February. Hecker, who was LPCI director of preservation programs since 1978, succeeds Bette Cerfhill who resigned. Hecker will also continue to act as director of the LPCI revolving fund for neighborhood and landmark conservation.

Saul Morse, Springfield, as general counsel for the Illinois County Nursing Home Association, by its board of directors effective in May. This is a newly created post, and Morse is the association's first salaried representative. Morse, who is an attorney with a background in government and health care, will work in Springfield.

William F. Moloney, Wilmette, as executive director of Friends for Life, by Father Charles Fiore effective in May, replacing Joe Scheidler who resigned. Moloney was director of development at Barat College in Lake Forest and has been active in the pro-life movement since 1970.

Honors

Lincoln Land Community College received a national energy award of $10,000 from the Academy of Educational Development for outstanding energy programs. The award was presented in New York in May by former President Gerald Ford, chairman of the academy's board of directors. Lincoln Land was one of two community colleges in the nation cited for leadership in energy conservation.

Connie Zonka, Chicago, and the Illinois Arts Council received the Golden Trumpet Award from the Publicity Club of Chicago for statewide promotion of Arts Week 1979. The public relations firm of Zonka and Zonka provided publicity for the arts council from May-October 1979. The award, which was received in May, is a nationally recognized symbol of excellence in the public relations profession. Anit Leppiks, Chicago, will be public relations director and Nancy Evans, Springfield, will be coordinator for the 1980 Arts Week to be held October 4-12.
