In March the general funds end-of-month balance was $211.2 million. a further drop from the two-year low reached in February of $259.2 million; the general funds average daily avaliable balance in march was $237.2 million; in February $269.3 million. The combined funds end-of month balance in March was $428.3 million; and in February, $462.9 million. . . the available balance in the State Road Fund reached its lowest monthly-end balance since June 30, 1972, on March 31 dipping to $4 million. In 1972 the

fund dropped to $931,000. Although revenues are 6.5 percent higher than the same time last year. expenditures are up 7.6 percent. . . . $67.6 million in corporate personal property replacement taxes was sent to local governments in March, representing the second of eight payments to be made this year. The payment brings the total distribution for the year to $143.9 million, or more than one-fourth the amount to be distributed, according to the Illinois Department of Revenue. The Department estimates that durring 1981 local governments will receive $510 million in replacement taxes. This would be about $19 million more than they woud have received under the old corporate personal property tax and about $42 million less than the replacement taxes received in 1980. . . . More than $105 million in unemployment benefits were paid in 1980 to workers who either walked off the job or were fired for misconduct or refusing to work. The figures are based on a 20 percent sample of all those who fall into these categories, according to Les Kucynsky, a lawyer for the state Bureau of Employment Security.
