The state ended its fiscal year June 30 with the general funds end-of-month balance at $196.87 million; in July the end-of-month balance was $260.03 million; and in August $184.02 million. In June the average daily available balance was $174.69 million; in July $245.87 million; and in August $240.84 million. The combined funds end-of-month balance in June was $327.72 million; in July $383.44 million; and in August $313.11 million. . . . The statewide seasonally adjusted unemployment rate for June and July was 7.7 percent; for August the rate was 8.4 percent. The final seasonally adjusted unemployment rates for the state's major cities in June were: Bloomington-Normal, 6.1 percent; Champaign-Urbana, 6.5 percent; Chicago, 8.0 percent; Davenport-Rock Island-Moline (Illinois sector), 8.3 percent; Decatur, 10,7 percent; Kankakee, 11.3 percent; Peoria, 8.1 percent; Rockford, 9.7 percent; Springfield, 6.6 percent; St. Louis (Illinois sector), 10.5 percent. . . .

The average annual salary of state employees working in the higher education system, constitutional offices and 23 major cabinet level departments reached $15,559 in 1980, up from an average salary of $13,448 at the end of 1977, Comptroller Roland Burris said in a news release September 2. Of the three categories, employees of the higher education system had the highest annual salary, $15,815; cabinet department employees had an average annual salary of $15,754; and employees of constitutional offices earned an average annual salary of $15,108.
