Beal resigns as director of Energy and Natural Resources

Frank Beal, director of the Illinois Department of Energy and Natural Resources (DENR), has resigned to become manager of raw material development for the Inland Steel Corporation, effective November 6. In announcing Beals resignation, Gov. James R. Thompson said, "Frank Beal has been a tremendous asset to the Thompson administration, an effective administrator and a man truly concerned with the Illinois environment. . . .Frank takes with him to his new job experience and dedication that have served the people of Illinois well." Michael B. Witte, deputy director of the department, was appointed by the governor as acting director until a replacement for Beal is named.

Beal was appointed the first director of what was then called the Illinois Institute of Natural Resources (IINR) by Thompson in 1978, the year IINR was created. IINR, which became DENR this September, is the state's energy agency, overseeing the development of the state's coal and other natural resources, managing federal and state energy conservation programs and the state's energy contingency plans.


Senate GOP Leadership

Sens. Aldo DeAngelis (R., Olympia Fields) and John E. Grotberg (R., St. Charles) were named assistant minority leaders by Senate minority leader James "Pate" Philip effective October 1. DeAngelis has served two terms in the Senate; Grotberg served two terms in the House before his election to the Senate in 1978. Sen. Richard Walsh (R., River Forest), who opposed Philip for the post of minority leader, was not retained as an assistant minority leader. Sen. Stanley Weaver (R., Urbana) retained his position as the third asistant minority leader.

Philip also named Roger Sweet, Springfield, as director of the Senate Republican staff effective October 1; Sweet has been staff appropriations director. He replaces Carter Hendren, Springfield, who resigned to become a personal assistant to Secy, of State Jim Edgar.


Commission on the Status of Women

Reps. Beverly Fawell (R., Glen Ellyn) and Jill Zwick (R., Dundee) as members of the Illinois Commission on the Status of Women, by House Speaker George Ryan effective September 2. Margaret Lujan, Chicago, was named as a public member by Senate President Philip Rock effective July 1. Lujan is a member and past vice president of the League of United Latin-American citizens. All appointments are for two-year terms.


The Judiciary

Don A. Moore, Midlothian, and James S. Quinlan Jr., Chicago, were appointed judges in the circuit court of Cook County by the Illinois Supreme Court effective August 26. Moore, a lawyer in private practice, was a member of the state Senate from 1972 to 1981, and before that a member of the Illinois House since 1964. He replaces Donald J. O'Brien, who retired. Quinlan, an associate judge since 1977, replaces Mark Jones, who also retired.

Robert K. McQueen, Waukegan, was re-elected chief judge of the 19th judicial circuit by the 19th circuit judges effective January 1, 1982.

Bruce D. Falk, Joliet, and Edward D, Smith, Kankakee, were named associate judges by the 12th circuit judges effective in September.

William P. Fleming, Belleville, resigned as circuit judge of the 20th judicial circuit effective October 1. Fleming had been a judicial officer since 1954.


Secy. of State names Hofferkamp

John Hofferkamp, Springfield, as director of the index division of the Secretary of State's Office, by Secy, of State Jim Edgar effective October 1. Hofferkamp, who has worked in the division for 23 years, the last 10 as deputy director, succeeds Donald Ed, Springfield, who retired.


Other appointments

Col. Andrew Cali III, Morton, as deputy commander of the Illinois Air National Guard, by the governor effective October 7. Previously, Cali had been director of operations for the Guard at O'Hare Airport in Chicago. He succeeds Brig. Gen. William J. Davis, who was promoted to major general and given command of the Guard in July.

Mike Woelffer, Springfield, as director of public affairs for the state Department of Commerce and Community Affairs, by deputy director Peter Fox effective October 15. Woelffer had been director of scheduling in the governor's office. The governor named Kim Blackwell, Springfield, as Woelffer's successor in that post, effective October 14. Blackwell has been an advance person for the governor since 1975.

Michael Tristano and Gerald Digre, both of Springfield, have been appointed to newly created positions in the Department of Children and Family Sevices by department director Gregory L. Coler. Tristano, formerly the department's chief internal auditor, was named deputy director of the division of child protection, effective in September. Digre, formerly associate director of planning and evaluation, was named deputy director of the division of youth and community services, effective October 20. Digre, who has been with the department since 1978, previously was executive director of Omni House, a youth service bureau in Wheeling.

David E. Baker, Chicago, as executive vice president of the Illinois State Chamber of Commerce (ISCC), by the organization's board of directors effective September 17. Baker was named ISCC vice president last year. He had been executive director of Illinois 2000, a three-year program begun by the ISCC in 1978 to develop long-range

goals for Illinois' economy. Raymond J. Bodnar, South Holland, as vice president for legislative affairs at the ISCC. Bodnar, an ISCC staff member for the past 10 years, has served as general manager for legislation and before that as director of energy, environment and economic development programs.

Frank Kudrna, Clarendon Hills, was elected to a one-year term as a board member of the Interstate Conference on Water Problems by the conference membership effective in August. Kudrna is director of the division of water resources of the Illinois Department of Transportation. Earlier this year Kudrna was named to the editorial board of Seaway Review magazine.

Victor G. Rosenblum, Evanston, was elected to a one-year term on the executive committee of the American Judicature Society at the organization's annual meeting August 7-9. Rosenblum has been a professor of law and political science at Northwestern University since 1970.

John E. Stafford, Athens, as director of governmental relations for the Independent Community Banks in Illinois, by ICBI executive director Robert Wingert effective October 15. Previously, Stafford had been assistant executive director of the Illinois Society of Engineers. Sandra Cole McAvoy, Chatham, was appointed assistant director of governmental relations for the ICBI. She had been executive director of the Illinois Environmental Council.

David Whalen, Springfield, as director of government services for the Illinois Health Care Association, by association president Rick L. Middleton effective September 16. Previously, Whalen was assistant legislative liaison for the Illinois Department of Public Health.

Sally Whalen, Springfield, was appointed assistant director of government affairs for the Illinois Manufacturers' Association by association president Orville V. Bergren effective September 18. Previously, Whalen was a staff member for House Speaker George Ryan. She has also worked as a special assistant to the clerk of the House and as a Senate aide. In 1980 she was executive director of a statewide program on behalf of the Republican ticket. (David and Sally are husband and wife.)

Theresa Cummings, Springfield, as delegate-at-large to the National Women's Political Caucus Steering Committee, at the committee's national convention in Albuquerque July 12. Cummings is chairperson of the Illinois Advisory Committee for the U.S. Commission on Civil Rights, and executive director of Springfield and Sangamon County Community Action, Inc. Carol Frederick, Springfield, was elected chair-person of the Illinois Women's Political Caucus in July. Frederick is a lobbyist for Illinois Planned Parenthood.
