The end-of-month balance in general funds for November was $80.07 million; the average daily available balance in general funds in November was $181.26 million; the combined fund end-of-month balance was $194.58 million.

According to the state comptroller, the public utility fund, which had revenues of $10,767 million in fiscal 1983, is now in trouble. Although no problems were indicated in estimates for fiscal '84, the fund's balance at the end of September 1983 was only $7,000. Another spending crunch could occur in December due to the timing of quarterly tax revenue deposits, the comptroller warned. The fund supports the operations of the Illinois Commerce Commission and is also used for the Department of Energy and Natural Resources. Happy New Year, all you fund watchers. The final statewide seasonally adjusted unemployment rate in November was 9.5 percent. A year ago it was 13.6 percent. Final seasonally adjusted unemployment rates in September in the state's Standard Metropolitan Statistical Areas were: Bloomington-Normal, 6.2 percent; Champaign-Urbana-Rantoul, 5.3 percent; Chicago, 9.1 percent; Davenport-Rock Island-Moline (Illinois sector), 14.5 percent; Decatur, 12.0 percent; Kankakee, 14.1 percent; Peoria, 14.1 percent; Rockford, 11.3 percent; Springfield, 6.9 percent; East St. Louis (Illinois sector), 11.3 percent.
