The Elk Grove Park District has announced the appointment of PATRICK MCCABE as athletics coordinator.

McCabe is a 1985 graduate of Illinois State University's (ISU) parks and recreation program, with an emphasis in administration. He completed field work in McLean County and at ISU before becoming an intern with the district.

McCabe's responsibilities will include organizing men's and women's athletic programs.

The South East Association for Special Parks and Recreation (SEASPAR) is announcing three new job appointments.

JAYNE CARSTENS was promoted to a newly created program coordinator position. Mrs. Carstens had served as a SEASPAR program specialist since February, 1981. Her new responsibilities include all weekly programs, low incidence programming, and supervision of all part-time staff and volunteers.

DAWN BACINO joined the SEASPAR staff in June, 1985. Ms. Bacino, a graduate of Illinois State University, completed her internship with SEASPAR in the summer of 1984. She is responsible for program leadership and the development of camping/traveling and Special Olympic programming.

PETER POPE joined the staff in August, 1985. Pope is a graduate of the University of Wisconsin-LaCrosse. He completed his internship at Bradford Woods, near Bloomington, IN. He is responsible for program leadership, nature programming and public relations.

MICHAEL J. DEVINE has been named director of the new Illinois Historic Preservation Agency, which merged the State Historical Library with the Historic Sites Division of the Department of Conservation.

Devine, director of the State Historical Library since March 1985, was appointed last fall by the agency's five-member board of trustees effective immediately.

SUSAN BALLING has been named director of marketing and development for the Northeast DuPage Special Recreation Association (NEDSRA).

Mrs. Balling, who previously served as superintendent of recreation, has been with the Association in various capacities since its inception, and was instrumental in guiding the Association to its National Gold Medal Award recognition in 1982. Her new position will focus primarily on developing and implementing appropriate marketing strategies for the various aspects of NEDSRA's services, as well as an aggressive approach to fund development for both long and short-range goals.

Mrs. Balling is the immediate past president of the Illinois Therapeutic Recreation Section of the Illinois Park and Recreation Association (IPRA). She was recognized as the outstanding young professional in Illinois by the IPRA in 1982.

She graduated with honors from Southern Illinois University with an M.S. degree in parks and recreation administration and a B.S. degree in therapeutic recreation.

Mrs. Balling has been a project director for NEDSRA's 316 Grant, L.E.A.P. (Leisure Education and Awareness Program).

JILL HUMPHREY has joined Thompson Dyke & Associates, Ltd.

A graduate of Iowa State University with a degree in landscape architecture, Ms. Humphrey previously worked for the Illinois Department of Transportation (IDOT). Her responsibilities included the preparation of landscape design and all prime landscape contracts for the IDOT district serving Cook County and the five surrounding metropolitan collar counties.

The National Fitness Coalition has completed its COMMUNITY FITNESS MANUAL, a new publication with important information for agencies launching fitness programs.

The manual offers program planners step-by-step instructions for developing and implementing fitness programs in virtually any setting. Special emphasis is placed on guidelines for setting goals and policies, program design, gathering resources, promotion, staffing and program execution, basic safety measures, and evaluation and documentation procedures. A complete resources bibliography also is included.

The Community Fitness Manual can be ordered from the National Recreation and Park Association's (NRPA) Publication Center, 3101 Park Center Dr., Alexandria, VA 22302. Phone (703) 820-4940. The cost is $9.60 for NRPA members and $12 for others.

The National Fitness Coalition is a joint venture of the NRPA, the President's Council on Physical Fitness and Sports, and the National Association of Governors' Councils on Physical Fitness and Sports.

JAYNE GLADE has recently been hired as regional recreation supervisor for the Lockport Township Park District.

Ms. Glade received her bachelor of science degree from the University of Illinois where she specialized in leisure studies and program management. Prior to working as recreation supervisor for the Channahon Park District, Ms. Glade was a student intern at the Champaign Park District.

She is a member of the National Recreation and Park Association (NRPA), Illinois Park and Recreation Association (IPRA) and South Suburban Parks and Recreation Association (SSPRA). Illinois park and recreation agencies are being encouraged to participate in the Illinois Radio Emergency Assistance Channel (IREACH).

The channel, 155.055MHz, gives agencies a direct communications link with medical, fire, law enforcement and other emergency service organizations. Life threatening situations are minimized because these services can be called to park and recreation centers.

The IREACH Governing Board has developed a special User's Manual and vehicle visor card to assist in the training of parks personnel who would likely use the IREACH channel. The postage-paid price for the cards, which are packaged in lots of 15, is $2.50. Manuals may be purchased individually or in bulk for $2 each. MICHAEL DREY joins the professional tennis and racquetball staff at the Lockport Racquet Sports/Health Center.

Drey has been teaching tennis and racquetball for the last ten years, most recently at the Glen Ellyn Racquet Club. He will be using the graduated length method of tennis instruction.

Western Illinois University (WIU) announces the appointment of PROFESSOR A. GILBERT BELLES to its Department of Recreation and Park Administration.

Belles joined the WIU faculty in 1968 in the Department of History. Last year, under a sabbatical retraining program, he earned a master's degree in recreation from Indiana University.

Belles graduated from Wittenberg University. He earned a master's degree in history from Nebraska and was awarded a Ph.D. in history from Vanderbilt.
