The Village of Lake Zurich, Lake County, Illinois, a rapidly growing community of 10,500 is seeking applications for the position of Village Administrator. Appointed by the Village President and six member Board of Trustees, the Administrator supervises 70 full time personnel and a budget of $7+ million. Preliminary Notice Of Request For Proposals

RECYCLING GRANTS

On March 16, 1987, the Illinois Department of Energy and Natural Resources will issue a Request For Proposal (RFP) on a second round of recycling grants funded under the 1986 Solid Waste Management Act. The deadline for proposal submittal will be April 30, 1987, with grant awards to be made by June 1. Approximately $150,000 is available for this round of recycling grants.

The program goal is to reduce the volume of materials landfilled through:

1. Increasing the quantity of materials recycled in Illinois.

2. Developing and expanding markets for recyclable materials.

3. Increasing the self-sufficiency and contributing toward the continued modernization of the recycling industry in Illinois.

Recycling is among the most valuable alternatives to traditional landfilling of municipal solid waste. Further, because landfill capacity is diminishing, waste volume is increasing, and environmental concerns over community resistance to siting new landfills are growing, the role of recycling is becoming even more important.

Eligible applicants include:

• Government organizations

• Not-for-profit organizations

• For-profit businesses

Funding may be for the expansion of existing or establishment of new programs. For this round of grants, the general categories and maximum grant amounts are curbside collection ($25,000), residential drop off/buy-back programs ($10,000), and yard waste composting ($25,000).

Any proposal which addresses the following priorities will be considered:

• Programs which divert significant quantities of solid waste from landfills.

• Programs which have a high probability of success through the use of proven technologies, established management techniques, and personnel or consultants knowledgeable in recycling.

• Programs which can demonstrate the availability of markets for materials recycled and exhibit local program support.
