Nominations Sought For MCI Member of the Year Award

In 1986, Chillicothe City Clerk Ilion Crabel became the first recipient of, and namesake for, the Municipal Clerks of Illinois Ilion Crabel Member of the Year Award. In October, 1987, at the Annual Meeting of the Municipal Clerks of Illinois in Urbana, the second Member of the Year Award will be presented to an outstanding Illinois Municipal Clerk.

The purpose of the award is to identify and recognize a member of the Municipal Clerks of Illinois who has made a significant contribution to the objectives of the Municipal Clerks of Illinois, the municipal clerks profession, the improvement of municipal government in Illinois and/or the clerk's own community or municipal government. Prerequisites are that the clerk must be a duly elected or appointed city or village clerk of a municipality in the State of Illinois for at least three years, and have been a member in good standing of the Municipal Clerks of Illinois for three years.

Selection will be made impartial panel of five judges to be selected from throughout the entire State of Illinois from a variety of professions, including but not limited to various fields such as municipal officials, municipal league, state legislators, judges, elected county or state officials, etc. In addition, the prior year's recipient of the Member of the Year Award shall automatically serve as one of the judges. The Judges for the 1987 award have been selected, and MCI is proud to announce that the following people have agreed to serve as the 1987 Selection Committee for the Ilion Crabel Member of the Year Award: Steve Sargent, Executive Director of the Illinois Municipal League; Candice Trees, Clerk of the Circuit Court in Sangamon County; William F. Mahar, State Senator from the 19th District; Verna Clayton, Mayor of Buffalo Grove; and Ilion Crabel, City Clerk of Chillicothe and last year's recipient of the award.

Judging standards and possible points that may be received are as follows: (1) Nominator's summary of why Nominee should be selected to receive the award — 10 points; (2) Service to Municipal Clerks of Illinois (current year) — 10 points; (3) Service to Municipal Clerks of Illinois (prior years) — 3 points; (4) Contribution to profession of municipal clerks — 5 points; (5) Contribution to municipal government in Illinois — 3 points; (6) Contribution to own community or municipal government — 3 points; (7) Professional Development/Education/Training — 5 points; (8) General Information (honors, awards, education, civic membership, etc.) — 3 points; (9) Completion of Nominee's biographical information — 1 point; (10) Completion of Nominator's information — 1 point; (11) Completion of publicity information — 1 point. A maximum of 45 total points would be possible.

Nominations may be submitted by a fellow Clerk, Mayor, Councilman/Alderman/Trustee, City Manager/Administrator or by the municipal clerk himself/ herself. Applications should be mailed to: Janet M.
