On Monday, August 15th, 1987, Albert J. Smith announced that he would retire as Mayor of the Village of Skokie effective December 31, 1987. With a mixture of sadness and pride many citizens, political and business associates, friends and family witnessed Mayor Smith's announcement:

"For almost a quarter of this past century, the people of Skokie have chosen the Skokie Caucus Party, with me as Mayor, to head their government. As we enter the second century we can look to the past with pride, and to the future with optimism. Skokie has grown and matured. Today, it rests securely upon three foundations:

• council-manager government;

• a stable political environment; and

• an active, involved citizenry, business and industrial community.

Skokie is the image of America, enriched by a diversity of ethnic and racial cultures.

It has been my privilege to have served as your Mayor for over 22 years. Recently, however, it has become apparent to me that my overall health has deteriorated. At the age of 73, I do not feel that I will continue to have the strength to serve the people of Skokie in the manner that I have for the past two decades.

Angie and I have, also, come to realize that there are a number of personal things we would like to enjoy together, with God's help, during the coming years.

For these reasons, I announce that I will retire as your mayor of Skokie on December 31st, 1987.

Judith E. Corbin, CMC/AAE, Village Clerk of Minooka, Illinois, has been accepted into the IIMC Academy for Advanced Education of the International Institute of Municipal Clerks. The Academy is the professional body of municipal clerks who have continued their high level of educational achievement beyond the attainment of the prestigious Certified Municipal Clerk (CMC) Award.

Mrs. Joanne Korstanje, CMC/AAE, Village Clerk of Vernon Hills, Illinois, has been accepted into the

CONTINUED MEMBERSHIP of the IIMC Academy for Advanced Education.

The IIMC Academy for Advanced Education was instituted in 1981 to further the professional education of municipal clerks to enhance their skills as needed to meet the challenges of the office of municipal clerk. •


The Illinois Municipal League was saddened with the death of Mayor Harold Washington on November 25, 1987.

Mayor Washington was a member of the Board of Directors of the Illinois Municipal League, since becoming Mayor.

The Board of Directors and membership by Resolution at the December 5 meeting of the Board of Directors expressed their sadness and appreciation for his help and cooperation in furthering the goals of municipal government.
