Abstract Preparation and Submission
The Illinois Water Pollution Control Association Program Committee has the responsibility for technical sessions at the annual meeting. To ensure a program of significance and value to Association members and the water pollution control field, the Program Committee conducts a selection procedure based on evaluation of abstracts of proposed papers.

Participants in any area of water pollution control are invited to submit abstracts for consideration for the meeting. Subjects for which abstracts are being solicited include, but are not limited to treatment plant operations and maintenance, collection systems, safety, industrial wastes, groundwater quality, innovative processes, water quality, regulations and financing.

Abstracts should be approximately 300 words in length. Three copies should be submitted in typed form before January 15, 1988 to Tim Kluge, Illinois EPA Permit Section/DWPC, 2200 Churchill Road, P.O. Box 19276, Springfield, IL 62794-9276. Bibliographic material, graphs, sketches, and tables, if any, should be included at the end of the abstract narrative. The total number of pages including tables, sketches, etc., should not exceed six, and every effort should be made to keep the abstract concise. Authors are urged to prepare their abstracts carefully with special attention to organization and manner of data presentation. Emphasis should be on new concepts or practices. Information on the breadth or scope of the work or material where appropriate should be included. The senior author of each abstract will be notified of acceptance or rejection of the proposed paper as soon as session contents have been selected.

Selection of Papers
Selection is based on an evaluation of abstracts by the Program Committee. The quality of the abstract will be considered as indicative of the probable quality of the final paper and will be evaluated accordingly. Abstracts will also be evaluated with respect to originality of subject, technical content, and significance to water pollution control.

Authors selected for the program will be expected to have their papers completed by April 1, 1988. Instructions for presentation of papers at the meeting will be furnished shortly after the paper is selected. •


New Strategies for Managing
Our Cities and Towns

Indiana University Southeast will sponsor a conference entitled NEW STRATEGIES FOR MANAGING OUR CITIES AND TOWNS on April 13-15 at French Lick, Indiana. The conference is for municipal officials, chamber of commerce directors, economic development administrators, and others involved in city government.

Alan Beals, Executive Director of the National League of Cities, will be the keynote speaker. Seminar leaders include:

Thomas Hague, former chairman of the Borg Warner Corporation and Past President of the Japan-American Society in Chicago, speaking on Japanese Investments in Our Cities;
Dr. Fay Greckel and Dr. Marianne Felton of IUS, speaking on Economic Forecasting for Purposeful Planning;
Dr. Linda Gugin of IUS, speaking on Social Factors in the Community;
David Olshanksy of the Festival Management Institute, on Organizing Community Festivals;
Clarice Mitchner of IUS, on Effective Time Management.

Other seminar topics and leaders will be announced later.

The conference will be held at the luxurious French Lick Springs Resort Hotel, and there will be ample time for golf, tennis, swimming, etc. The cost, which includes registration, accommodations, a luncheon and a banquet, is $295. Spouses are welcome and there will be special activities for them.

Approaches to Environmental Improvement

The Departments of Conservation, Commerce and Community Affairs, and Energy and Natural Resources, and DuPage County Clean and Beautiful are sponsoring the conference, COMMUNITY APPROACHES TO ENVIRONMENTAL IMPROVEMENT, on Wednesday, March 23,1988, at Sheraton Inn in Naperville, Illinois.

estry, recycling, and wood waste utilization. Concurrent sessions will be of interest to Municipal officials, engineers, planners, urban foresters and citizens.

Included will be an overview of the Tree City USA program, a presentation on the use of waste wood and other fuels for energy production, a discussion about municipal yard waste recycling, equipment needs, regulations, and other requirements, and topics on community projects in urban forestry and beautification. Director Frech of the Department of Conservation will award the Tree City USA status to over 50 communities. Illinois Clean and Beautiful Awards will also be presented. The day will conclude with a reception and discussions with commercial and educational exhibitors.

Rural Health Care

Partnerships for Rural Health Care: Access and Strategies, a working conference for local elected officials, rural health administrators, practitioners, and professionals will be held at the Collinsville Hilton from 1:00 p.m. Wednesday, April 6 to 12:00 noon Friday, April 8, 1988.

The goal of the conference program is to bring together local and state officials, practitioners, and policymakers to consider alternatives for improving access to rural health care. Innovative strategies for improving health care in rural areas will be presented. Time will be provided for working groups, organized by region in Illinois, to pursue alternatives appropriate for their localities.

Lieutenant Governor George Ryan, Conference Host and Chairman of the Rural Affairs Council, will report work group findings to key state officials for possible adoption.

Municipal Financial Management

The Illinois Department of Commerce and Community Affairs' Office of Local Government Management Services will be conducting workshops on municipal financial management during February and March. The workshop agenda has been designed to meet the particular interests of officials of the smaller cities and villages in the state.

The topics to be covered include: financial duties of municipal officials, property taxes and local revenue sources, requirements of preparing the appropriation ordinance, preparing a budget, the tax levy ordinance, meeting the requirements of the Truth-in-Taxation Act, and financing public works projects.

To minimize travel time and to provide alternative choices for public officials, twenty-two workshop sessions have been scheduled around the state over a three week period. Evening sessions and morning sessions are available to accommodate part-time and full-time officials.

There is no charge to attend any of the workshops however, you MUST register in advance to insure that
