The State Board of Education was established by the Constitution; the board appoints the Illinois superintendent of education and oversees policy for education at the elementary and secondary level. The Illinois Board of Higher Education was created by statute and oversees policy for education at community colleges and public universities. There are intermediate "system" boards for universities or groups of universities, including one board — the Board of Trustees for the University of Illinois — that is elected statewide. All other boards are appointed by the governor. Each board has a "chairperson'' (sometimes with a different title), and each board has a "chief executive officer. "
