First Annual Toxic Chemical Report, Illinois Environmental Protection Agency, 2200 Churchill Rd., P.O. Box 19276, Springfield 62794 (February 1989), 159 pp.

During 1987, 439 million pounds of toxic chemicals were emitted or discharged from 938 facilities in Illinois. This report presents an overall picture of these chemical releases. It provides a statewide summary of the data collected by the IEPA, as well as summaries by county and by major metropolitan area. In addition, one of several appendices offers a glossary of terms and a description of the general nature and effects of the named chemicals.

Rural Development Resource Guide, Illinois Department of Commerce and Community Affairs, 620 East Adams, Springfield 62701 (August 1988), 49 pp.

This guide provides a list of support agencies and offices, as well as summaries of state and federal agency programs offering financial assistance, technical assistance or direct service to businesses, agencies, communities, organizations and individuals.

This extremely useful volume is well written and organized. It has 10 sections: levels of government, forms of local governments, elections, financing local government, Chicago City government, independent agencies in Chicago, Cook County government, independent agencies in Cook County, the courts, and government services. It contains numerous illustrations and maps, several helpful tables and an excellent index.

Nursing Homes and You, Young Lawyers Section of the Chicago Bar Association, 29 S. LaSalle, Chicago 60603 (December 1988), 22 pp.

All nursing home residents have specific rights. These are set forth in the Illinois Nursing Home Reform Act. This booklet reviews the legal rights of a nursing home resident, including the provisions that should be included in a nursing home contract and appeal options regarding Medicare coverage.
