The Recycling Planning and Evaluation Program Documentation, Department of Energy and Natural Resources, Office of Research and Planning, 325 W. Adams, Rm. 300, Springfield 62704 (May 1989), 93 pp.

The Recycling Planning and Evaluation Program (REPEP) is a spreadsheet program for planners, engineers, and local and state officials. It can be used to assess the feasibility of curbside, dropoff, buy back, yard waste and commercial or industrial collection programs. REPEP has been written for use on the SMART Software System.

Illinoisan of Year

Bill Miller, director of Sangamon State University's Public Affairs Reporting program, was recognized as the 1989 Illinoisan of the Year by the Illinois News Broadcasters Association (INBA) in October. Miller was honored for his contributions to journalism education and for his freedom of information activities.

This is not Miller's first honor. In 1976 he received the Edward R. Murrow Award for investigative reporting from the Radio-TV News Directors Association, and in 1978 the INBA established the Bill Miller Scholarship. Miller received the Society of Professional Journalists' First Amendment Award in 1982.

Miller has directed SSU's graduate journalism program since 1974.

Recycling Grants in Illinois: A Two Year Review, Department of Energy and Natural Resources, Office of Research and Planning, 325 W. Adams, Rm. 300, Springfield 62704 (May 1989), 120 pp.

This review was undertaken to assist state decisionmakers who will be involved in future cycles of the grants program as well as recycling managers hoping to improve the quality of their programs. It involved collecting information from other states, collecting and analyzing operational data from recipients of recycling grants, and assessing the funded programs.

The Demand for Energy in the Illinois Coal Market, Department of Energy and Natural Resources, Office of Research and Planning, 325 W. Adams, Rm. 300, Springfield 62704 (May 1989), 312 pp.

The Illinois utility coal market comprises a 13-state region in the Midwest and Southeast. In 1986, 33 electric utilities used Illinois coal at 62 generating stations in this market area. This report contains information on the area's demand for energy and provides comparative data on coal sales since 1981.

Ensuring a Child's Birthright: An Illinois Employers' Guide to Income Withholding, Department of Public Aid, Jesse B. Harris Bldg., 100 S. Grand Ave. East, Springfield 62762 (December 1988), 16 pp.

Effective January 1, 1989, Illinois law requires judges in domestic relations cases to order employers to withhold a portion of an employee's income to pay child support. This guide explains what income withholding is, how the process works, answers some frequently asked questions about it and provides examples of some of the commonly used forms.

Students at the DePaul University College of Law have published the first issue of a publication geared towards business-related legal issues. The first issue, comprising 191 pages, contains four articles: "The Reasonable Pill: A Primer for Directors and Their Counsel on the Adoption and Use of a Shareholder Rights Plan"; "Soft Dollars and Other Traps for the Investment Adviser"; "The Bankruptcy Legislation Process, The Bankruptcy Code Amendments of 1988 and Candidates for Future Change"; and "I.R.C. 482 Commensurate With Income Standard for Transfers of Intangibles." The new journal is scheduled to be published twice yearly, in November and May.

Case Studies in Drainage and Levee District Formation and Development on the Flood-plain of the Lower Illinois River, 1890s to 1930s, by John Thompson, University of Illinois, Department of Geography; available from Water Resources Center, UI, 205 N. Mathews, Urbana 61801 (May 1989), 152 pp.

This report looks at 40 drainage and levee districts in the flood-prone lowlands along the Illinois River between Peoria and Grafton. The case studies were written to give residents of the counties and those concerned with the history of the area a clear sense of the legacies left by those who reclaimed the wetlands for agriculture.            Anna J.
