With deep regret we inform you of the death of two long term outstanding former municipal officials from the City of Champaign.

Al Tuxhorn served as City Attorney for over thirty-five years. Many municipal attorneys will remember him for his willingness to counsel and assist younger municipal attorneys as they learned their governmental responsibilities. Al served as a member of the League's Legislative Committee for over twenty years and was it's Chairman on several occasions.

John Kearns was the Director of Public Works at Champaign for over thirty years. He was also acting City Manager on several occasions. John was a charter member of the League's Public Works Committee and served as it's Chairman on four occasions. He regularly acted as the spokesman for our cities and villages with the Illinois Highway Department. John Kearns was considered one of the State's outstanding authorities on the use of Special Assessment Procedures.

The Municipal League was further saddened to learn of the death of Mayor Fred Wehling of Sandwich.

Lori A. Sampson, Village Clerk, Village of Orion, Illinois, has been awarded the designation of "Certified Municipal Clerk" (CMC) from the International Institute of Municipal Clerks (IIMC) for achieving its high educational, experience, and service requirements.

Mrs. Sampson, has been Village Clerk of Orion, Illinois since 1979. Previously she was Deputy Clerk of Orion, (1977-79).

The ILLINOIS MUNICIPAL REVIEW continues to be an open forum of expression for municipalities. Articles appearing in the Review do not necessarily express the views of the League or its staff but those of the various authors.
