Legislative Bulletins

The Illinois General Assembly is rapidly approaching the end of its session, June 30, 1989. I urge all Municipal officials to study the IML Legislative Bulletin. The bulletins will inform you of the current state of important legislation. The Committee Hearing process is currently reviewing 4200 bills. This represents over 23 bills per member of the Illinois General Assembly. Hopefully the Senate organization problems will be long settled before this magazine is printed, as the deadline for Hearing Substantive Bills in a Committee is May 5, 1989.

To enable our members to follow bills through the General Assembly the League Bulletin presents status reports. "How To Read A Status Report" is explained in Legislative Bulletin 89-7, April 28, 1989. The report indicated what bills have been heard by Committee and bills still under consideration. While this report only contains a one line status report, earlier bulletins contain information synopsis of the legislation.

April 21, 1989 Legislative Bulletin 89-6 lists what the League considers a major concern in 1989.

The Sales Tax vs. Annual Appropriation is a key issue for municipalities before the General Assembly this year. The General Assembly must change the provision in HB-1859 that required the state to annually appropriate all sales, service and use revenues. Efforts to pass legislation on this issue during one veto session were successful in the Senate but not in the House. The appropriation issue is developing as a major topic again this year. Thus far the General Assembly is discussing legislation that provides a continuing appropriation of sales and service taxes but requires annual appropriation of sales revenue generated by the Use Tax and Photo Processing Tax. Should the change not be made in this session we will not receive Illinois Sales Tax between January 1 and June 30, 1990 without it being appropriated during this spring session. This clearly illustrates that we must each contact our legislators NOW and demand that the General Assembly must provide for continuing appropriation of the Sales Tax.
