Speakers, workshops, exhibits, and tours will be featured in this year's conference called, "The Next Decade: Beyond the Barge". Sessions will include: How to Get Started, Where to Get Funding, Packaging Trends, Plastic Recycling, and a papermaking demonstration.

Rick J. Goeckner, City Clerk, City of Effingham, Illinois, has been awarded the designation of "Certified Municipal Clerk" (CMC) from the International Institute of Municipal Clerks (IIMC) for achieving its high educational, experience, and service requirements.

Mr. Goeckner has been City Clerk of Effingham, Illinois, since 1986. Previously, he held various positions in the private sector and academia, including personnel manager, computer programmer/systems analyst and college instructor. •
