Drainage Manual

In 1984, the Illinois Department of Transportation (IDOT) established a task force to compile and publish a manual collecting all departmental highway drainage policies and procedures into a single publication. That task force, lead by Daniel Ghere, Hydraulics Engineer for the Department, spent the last six years developing this manual, which is now available for use.

Entitled the Drainage Manual, it is a consolidation of the practices and procedures used by the IDOT in the design of drainage facilities. The Drainage Manual will also be used by local agencies in the design of drainage facilities under both Federal and Motor Fuel Tax procedures. It has been written to ensure compliance with applicable Federal and State laws, regulations and policies, sound design practices, public safety and economic considerations.

All local agencies should begin the use of this manual immediately. It replaces several sources of hydraulic design information that have been in use for many years on local agency projects. Chapter Six of the IDOT Design Manual, which addresses drainage and the Guide to the Hydraulic Design of Bridges and Culverts on the Local Systems, as well as various charts and tables used to perform hydraulic designs, have all been incorporated. General hydraulic requirements and procedures for local agency projects are detailed in the Administrative Policies Manual and the Federal-Aid Procedures Manual.

This new Drainage Manual consists of two separately bound volumes. Volume I is the basic text and consists of thirteen chapters, while Volume II is an appendix. Volume I covers subject areas such as: Drainage Studies and Hydraulic Reports; Flood Plain Encroachments; Hydrology; Open Channel Flow; Culvert Hydraulics; Storm Sewers; Roadside Ditches; Erosion and Sedimentation Control; Scour; Detention Storage; and Pumping Stations.

Volume II, the Appendix, which is divided into ten sections, includes: Division of Water Resources Rules for Construction In Rivers, Lakes and Streams; Division of Water Resources Rules for Floodway Construction in Northeastern Illinois; Division of Highways Permits for Drainage Outlets; U.S.G.S. Table 1, T-Year Peak Discharges at Gaging Stations; U.S.G.S. Table 2, Selected Basin Characteristics for Nonregulated Rural Watersheds; Equation for Developing Rainfall Intensity Values in Illinois and Tables for Rainfall Duration vs. Intensity for Rational Method; Soil Conservation Service Technical Release No. 55; Design Charts For Open Channel Flow; Pavement and Bridge Deck Drainage, Tables of Flow for Spread vs. Percent of Grade; and Pump Station Design Manual — District 1.

All counties within the state, and all municipalities that have an engineer on staff, have been sent a copy of both volumes of this new Drainage Manual. If you qualify for a copy and have not yet received it, please contact your District Local Roads & Streets office to place your order.

As research and new or revised policies and procedures develop, revisions will be issued to manual holders. There will be no additional charge or update fee for future revisions.

In summary, we are pleased to announce that the Drainage Manual under development by the Illinois Department of Transportation has been completed. The Manual has been sent to all county superintendents in the state and all municipalities that have an engineer on staff. Consultants can order a copy of this new Manual for a fee of $90.00, and updates will be provided to all holders of the manual at no additional charge. The New manual should be used for the design of all drainage related items on federal and state funded projects, and MFT work. These new procedures are effective immediately.
