Community Development Assistance Program Public Facilities Awards Announced

On October 1, 1990 the Department of Commerce and Community Affairs (DCCA) awarded more than $18.4 million in grants to 81 communities through the Community Development Assistance Program (CDAP). The funds were awarded through the annual Public Facilities Program that assists eligible communities with critical public facilities needs.

This year's program illustrates the problems that result when infrastructure fails to keep pace and small communities are unable to finance their basic needs. While these grants cannot solve all of the problems, at least these 81 communities will have access to safe water and sewer systems.

From Freeport in Northern Illinois to Cairo in the south, these grants will assist communities throughout the State in carrying out needed improvements in their public facilities.

For example, residents of Babcock Acres have been coping with major water problems, with water so badly polluted that sinks and bathtubs had to be disinfected daily. The residents recently annexed to East Moline in an attempt to solve the water problems, but that community could not afford the total cost of extending these public facilities. CDAP funds in the amount of $200,000 will help extend water and sewer lines to this area.

Hanna City, in Peoria County, is currently on the IEPA's restricted status list, like many other small communities, because it must discharge waste into ravines due to deficiencies in its sewer system. A $300,000 CDAP grant will help alleviate the problems.

Farmers and other residents in the Alexander area of Morgan County have been forced to truck water from Franklin for several years due to the poor well quality in the area. Royalton has its own water system, but it has deteriorated so badly that, in the past year, more than sixty-eight water line breaks have been reported. Morgan County will receive $400,000 to help extend water lines to Alexander, and Royalton will replace water lines with its $319,477 grant.

The Community Development Assistance Program remains an important community development tool. The need however is far greater than can be financed through this program. Applications were received totaling more than $45 million, yet only $18.4 million was available.

The Community Development Assistance Program is funded through a block grant from the U.S. Department of Housing and Urban Development (HUD). DCCA awards the grants on a statewide competitive basis to local governments in communities with populations of 50,000 or less. Communities within the six large urban counties that receive funding directly from HUD are not eligible to receive CDAP grants.

DCCA annually awards CDAP public facilities grants in amounts up to $400,000 for projects that remedy a threat to public health or safety. At least 51 percent of the benefit derived from the projects must be to low- to moderate-income people. Below is a list of CDAP projects that were funded this year.
