FINANCIAL MANAGEMENT
WORKSHOPS

The Office of Local Government Management Services within the Department of Commerce and Community Affairs will be conducting the Fifth Annual Series of Financial Management Workshops during the month of March. The workshops have been designed to meet the particular interests of elected officials and administrative staff.

This year's workshop entitled "Managing Finance in Hard Times" will cover a variety of topics which include:

• Revenue Sources: Know Your Options
In recessionary times state shared revenues will decline. Therefore, it is important to fully explore local sources of revenue available to municipalities. We will cover available options.

• Budgeting For Tough Times with Fewer Dollars
During times of declining revenues, the development of a budget to control spending is important. This topic will address projecting revenues realistically and establishing a balanced budget.

• Simplified Fiscal Management Reports
Concise accurate financial reports are essential to make sound management decisions. This includes the preparation of monthly treasurer's and budgetary reports.

• Appropriation Ordinance: Spending Authority to Meet Service Needs
A well-constructed ordinance will meet legal requirements and thus allow a municipality to expend funds consistent with the objectives of the community. The requirements for the appropriation ordinance, to include the public hearing, filing and publication, will be reviewed.

• Levying Property Taxes: Minimize Tax Objections
More intensive review of municipalities tax levy documents has made it necessary to ensure compliance with all applicable legal requirements. Therefore, the tax levy format, tax caps, public hearings, and Truth-In-Taxation provisions will be given close review.

A section of the program will also be devoted to answer any questions concerning municipal government.

There is no charge to attend any of the workshops. However, advance registration is necessary to insure that sufficient seating and workshop materials are available. Registration will be accepted on a first call basis.
