Mary L. Haynes

Mary L. Haynes, CMC/AAE, Peoria City Clerk, has been selected as the 1992 Ilion Wait Crabel MEMBER OF THE YEAR for the Municipal Clerks of Illinois. Presented on November 18 at the Annual Meeting of the Municipal Clerks of Illinois in Champaign/Urbana, this award recognizes Haynes for her many contributions to the Association since she became a member in 1985. The selection was made by a panel of five judges, including two State Legislators, two Mayors, and last year's recipient of the award.

Elected City Clerk in 1985, and currently serving her second term, Haynes has served the Municipal Clerks as President, Vice President, Secretary, and District Director for two terms. This past year, Haynes served as Special Liaison to the Illinois Municipal League, as Mentor Chair, on the Legislative Committee, and on the Logo Committee. Ms. Haynes has served as Education Chair, By-Laws Chair, Scholarship Committee for three years, the 25th Anniversary Committee and Publicity Chair for two years. She coordinated two international visits to Illinois by the British and Dutch clerks.

In 1988, Haynes co-founded the Central Illinois Municipal Clerks Organization (CIMCO) and served as its first president. She is recipient of the 1989 CIMCO Presidential Award. She has chaired the By-Laws, Scholarship and Publicity Committees.

Haynes was also unanimously endorsed as the Region VII candidate for the International Institute of Municipal Clerks at Champaign. Her international service includes coordinating the International Forum, a five-hour general session, comprised of clerks from over 12 countries; serving two years as Vice Chair of the International Committee; one year as committee member and service on the Professional Status and Educational Chairs committees. She has participated in the International Conferences since 1986.

While MCI President, Haynes was instrumental in increasing yearly membership to over 700, conducting a Newly Elected/Appointed Seminar, hosting the first series of town meetings for MCI and developing the "Clerk and The Law," a computer index of every duty for the municipal clerk found in State Statutes, developing new criteria for the Registered Clerks program, as well as an updated membership brochure, and serving as liaison to the Illinois Municipal League. Throughout her career, Haynes has mentored new clerks and instructed at the MCI institute and regional seminars.

Haynes is listed in Who's Who in America, Who's Who in American Women, Who's Who in the Midwest and Who's Who in Governmental Services. She has overseen the recodification of the Peoria City Code, the first in thirty-five years. In addition, she has authored several instructional booklets about procedures in her office, computerized the office, and instituted a records management program. Haynes chairs the Training Committee for the City of Peoria and participates in the Speakers' Bureau. In addition, this past year she chaired the American Cancer City Residential Crusade and coordinated the City Hall Cancer Weight-A-Thon, and was a Block Captain for the Mother's March for Birth Defects. •
