At its Annual Conference held June 14-16, the Illinois City Management Association honored two of its members. Receiving the Lifetime Achievement Award was Leslie T. Allen, retired city manager of the City of Decatur. During his long career, Mr. Allen served as city manager in communities in three states. He is a past president of the Illinois City Management Association, as well as of the affiliate group, the Downstate City Management Association. Les was instrumental in the founding and nurturing of the latter group.

Since his retirement, Allen has served as interim manager in several communities, as well as taking on the duties of a Range Rider for ILCMA. In the latter capacity, he provides information to communities seeking to hire their first professional manager or administrator and consults with managers and administrators who need an experienced person to bounce off ideas and concerns.

Receiving a Special Service Award was Larry N. Arft, Village Administrator, Morton Grove. Mr. Arft's award came in recognition of his service as chair of the 1994 Host Committee of the International City/County Management Association Conference held in Chicago last October. In that capacity, Larry organized the state association's volunteer efforts to provide colleagues from around the world with an unforgettable experience.
