1995-96 Officers

The 82nd Annual Conference of the Illinois Municipal League has come and gone. From the comments of many of you it was a rousing success. Our sincerest thanks go out to those who made it possible — the Conference Planning Committee, outgoing IML President Ray J. Forney, the presiding officers, Sergeant-at- arms Sonya A. Crawshaw and her assistants, IML staff, and of course you, the many municipal officials who attended and participated in the conference.

We welcome the new IML leadership team elected at the conference. Greg Sparrow, Mayor of DeKalb, will serve as the new President of the League. Mayor Sparrow has been involved with the League since he was elected alderman in 1979. He has served as mayor since 1981 and is the third DeKalb mayor to hold the position of League president.

Frank L. Clinton, Mayor of Paris, was elected to serve as First Vice President of the League. He has served on the IML Board of Directors for several years and is a member of the Small Cities Council of the National League of Cities.

David L. McDowell, Mayor of Murphysboro, was elected to serve as Sergeant-at-Arms for the coming year. Mayor McDowell is serving his third term. He was a Murphysboro alderman for 10 years prior to being mayor. In addition to his term on the IML Board of Directors, he served as President of the Southern Illinois Mayors Association during 1988-89.

Arthur Osten is the new Village Administrator in Oswego. He was the assistant village manager in Brookfield.

Paul Carlson is the new Treasurer for the Village of Lake in the Hills. Prior to this, he was chief accountant for Big Bear City Community Services District in California.

Marianne Edwards, CMC/AAE, City Clerk of Normal, has been accepted as the 311th member into the Second Sustaining Membership of the International Institute of Municipal Clerks Academy for Advanced Education. She has been employed with the City of Normal since 1973.
