Peoria City Treasurer Mary Ulrich recently received the highest award from the Municipal Treasurer's Association of the United States and Canada. The association presented the Jackson Phillips Award to Ms. Ulrich during its annual conference in Spokane, Washington.

The award, given to one member annually, honored Ulrich for professional leadership, making a significant contribution to the management of public funds and implementing innovative programs in the management of public funds. Moody's Investor Services created the award for the association on behalf of Phillips, an employee, who helped develop improvements in the management of public money.

Ms. Ulrich has served as Peoria City Treasurer since 1981.

The City of Tuscola has become a sister city to Tuscola, Texas. A wood-carved key to the city is now displayed in the Tuscola, Texas City Council chambers.

According to local historian Paul Wisovaty, the Texas municipality derived its name directly from Tuscola, Illinois. Dr. Clarence Cash, a resident of Tuscola, moved to the Texas community around the turn of the century. Local residents wanted to charter the community as a municipality, but they couldn't agree on a name. Dr. Cash suggested that the new city be named after his hometown.

Jeff McNary is the new Finance Director for the City of Country Club Hills. He formerly served as assistant finance director for Arlington Heights.

William L. McClure, founder and chairman of the Board of McClure Engineering Associates, Inc. of East Moline, was elected President of the American Public Works Association House of Delegates at the association's annual conference in Dallas.

The 25,000 member association is made up of local, state and federal government officials, as well as consulting engineers, educators, utility officials and manufacturing representatives.

McClure, a past president of the Illinois Chapter, has been a frequent presenter and exhibitor at the IML Annual Conference and serves on the League's Public Works Committee.
