ILLINOIS CITY MANAGEMENT ASSOCIATION
PRESENTS ANNUAL AWARDS

At its Annual Conference held June 19-21, the Illinois City Management Association honored three of its members. Receiving the Lifetime Achievement Award was Stan Kennedy, retired village manager of the Village of Wilmette. For over forty years, Mr. Kennedy has been dedicated to his chosen profession. He has served as president of the International City Management Association as well as the Illinois City Management Association. During his tenure in these leadership roles, he was a strong advocate for small, professional government. Mr. Kennedy has served as mentor and guide to a number of young professionals. Currently there are three Illinois village managers who began their careers as assistants to Stan; others are scattered across the country. Since his retirement, Mr. Kennedy has remained active as a consultant.

Receiving Special Service Awards were Gregory J. Bielawski and Ingrid Velkme. Mr. Bielawski, Village Manager of the Village of Carol Stream, was honored for his work with the DuPage Mayor and Managers Association and the Illinois Municipal League. Ms. Velkme, Assistant Village Manager, Village of Wheeling, was honored for her volunteer efforts with the Latvian- American community. Of Latvian descent, Ms. Velkme, spends many hours teaching young people of their heritage and serving as a role model.

At the Annual Meeting held in conjunction with the conference, the election results for new officers and directors were announced. Serving the Association during 1996-97 will be:
