Congratulations and best wishes to the new IML leadership team elected at last month's 83rd Annual Conference of the Illinois Municipal League. Frank L. Clinton, Mayor of Paris, will serve as President of the League. He has served as mayor of Paris since 1983 and has been on the Municipal League Board of Directors since 1989. Born in Chicago, President Clinton attended Northwestern University and received a B.S. degree in Business from the University of Illinois at Champaign. He is a member of the U.S. Conference of Mayors and the National League of Cities, currently serving as chairman of its Small Cities Council.

Neil Dillard, Mayor of Carbondale, was elected to serve as First Vice President of the League. Mayor Dillard has served as mayor since 1987. Prior to that he served on the Carbondale City Council for 6 years. He has served on numerous Municipal League committees, is past president of the Southern Illinois Mayors Association and past president of the Greater Egypt Regional Planning and Development Commission.

David L. McDowell, Mayor of Murphysboro, was re-elected to serve as Sergeant-at-Arms for the coming year. Mr. McDowell is serving his third term as mayor. He was a Murphysboro alderman for 10 years prior to being mayor. He served as President of the Southern Illinois Mayors Association during 1988-89.

Kenneth P. Hayes, Village President of Bradley and a member of The Municipal League Board of Directors, was recently honored with the establishment of the "Ken Hayes Industrial Park" in Bradley. The Area Jobs Development Association Board of Directors, in a dedication ceremony September 30, re-named the property formerly known as the Bradley Roper Plant in recognition of Mayor Hayes' accomplishments as a member of the association.

The Illinois Municipal League mourns the loss of D. Blaney Miller, former mayor of Carbondale. Mr. Miller served as mayor from 1959 to 1967. He also served four terms on the Jackson County Board, twice as board chairman.

The Municipal League was also saddened to hear of the passing of James C. Davis Sr., former mayor of Brooklyn. Mr. Davis served for 20 years as a village trustee and six years as mayor.

Susan McNally, CMC/AAE, Village Clerk of Fox Lake, has been accepted into First Sustaining Membership of the International Institute of Municipal Clerks Academy for Advanced Education. Ms. McNally is the 26th municipal clerk from Illinois to achieve this professional designation.

Ned Becker, former City Engineer/Director of Public Works for the City of Naperville, was selected this year by the American Public Works Association (APWA) as one of the Top Ten Public Works Leaders of the Year. •
