ADVICE TO ILLINOIS CITIES

If you don't have enough troubles now, just include this in your municipal program. Tokyo, Japan, has a municipal matrimonial agency that does what the name suggests: arranges meetings for compatible men and women who want to wed. According to the A. M. A., the agency does some counseling on family problems but spends the majority of its time helping applicants find a suitable match.

HAVANA ADOPTS SANITARY LANDFILL

Sanitary landfill will be bringing Christmas atmosphere to Havana, Ill. the year around. Through the efforts of Mayor C. L. Chester, this method of garbage disposal was adopted early in 1954.

Now it is planned to put a twenty acre area on a profit making basis. Completed fill areas will be planted to Christmas-type trees. This business-like approach is expected to pay for the original land purchase in a few short years.

Havana uses the area method of refuse disposal. It is operated seven days a week.

Six private haulers, a city contracted truck and numerous others use this site. Refuse is composed of 80% dry and the balance garbage, which, upon arrival, is immediately covered.

Carriers come from a ten mile radius, serving an estimated 7500 population. Approximately 40 tons is handled each week by a Caterpillar No. 933 Traxcavator plus all necessary land clearing and grading.

The Traxcavator operator also drives a truck for daily refuse pickup in Havana and has salvaging rights.

Mayor Chester has noted another indirect advantage since adopting sanitary landfill. There has been a marked decrease in the amount of debris strewn along the highway.

Sirs:

On April 1, 1956, the close of the City's sales year in the electricity department, new all high records were set. The city's fiscal or collection year, does not end until April 30, 1956.

Total net billings this year were $178,249.17 compared to the $165,862.23 last year, $121,674.98 five years ago, $75,334.54 ten years ago and $36,888.37 twenty years ago. The City of Oglesby has continued for more than a generation its policy of not increasing rates for electricity. Higher wholesale costs will force a revision upward in coming months.

Today we have 1536 electricity users, we had 1340 five years ago, 1107 ten years ago and 900 twenty years ago.

There are now 893 electric ranges connected to the city distribution system compared to 852 at this time last year. Saturation is 65.4% the same as it has been for a number of years. 435 electric water heaters in use now compare to 365 last year.

February, 1956 total net billings of $16,605.38 for all classes of service established a new all-time single-month high.

Average cost per KWH to the residential user was .0351 compared to last year's .0262. National average is now .0264.

Average KWHS used in the present billing year by the residential consumer amounted to 3,146 compared to last year's 2,841, the 2,595 of two years ago and the present National average of 2,751.

Average annual residential bill in Oglesby for the billing year just ended was $79.19 compared to last year's $74.48, the $70.45 of two years ago and the present Nation average of $72.63. A typical Oglesby family thus spends more for electricity, gets more KWHS. We find it necessary to point this out to consumers who think their bills are high. The unit cost is down, the usage up over the years.

For the billing year, residentital KWHS sales increased from 3,793,802 to 4,289,001 or 11.54%. Commercial energy sales increased from 1,080,702 to 1,208,599 or 10.58%. Power energy sales decreased from 1,079,592 to 987,703 or 851.

In the present year, net billings for residential electric usage were $107,706.81 compared to last year's $99,440.66 or a 7.6% dollar volume increase. Commercial class net billings increased from $39,458.51 to $43,470.18 or 9.22%. Power energy net billings increased $109.12 to $27,072.18 or 4/10 or 1%.

Total increase this year from last year is all classes of service was 8.12% expressed in KWHS and 6.94% in revenue.

A DIGEST OF RECENT OPINIONS OF ATTORNEY GENERAL

The age of youthful offenders at the time they are adjudged guilty determines whether they shall be committed to the Youth Commission or to the penitentiary or State Reformatory for Women, Attorney General Latham Castle has held in a recent official opinion. The opinion answered a query from State's Attorney Roger W. Hayes of McDonough county who asked if the age of youthful offenders at the time of the commission of a crime or their age at the time of conviction is controlling as to their commitment. Present statutes, the opinion said, have as their purpose not only detention of youthful offenders but also their reformation.

Other opinions issued recently by Attorney General Castle included:

Revenue bonds issued by the Illinois State Toll Highway Commission are legal investments for Illinois credit unions;

A man who violates a court order for support of his wife and children should be arrested as in cases where a probation order has been violated.
