254 ILLINOIS MUNICIPAL REVIEW—THE VOICE OF ILLINOIS MUNICIPALITIES

A CHECK LIST FOR MUNICIPAL COUNCILMEN

We are indebted to Intermountain City, published each month by the Idaho Municipal League, for this helpful run-down of reminders municipal councilmen should check in connection with their official duties:

1.   Have I familiarized myself with the City ordinances and council rules?

2.   Do I make an effort to understand reports and recommendations prepared for the Council's information and action?

3.   Do I find out if similar ordinances have been used successfully in other cities?

4.   Am I open-minded about proposed ordinance amendments designed to make an ordinance more acceptable to citizens?

5.   Am I familiar enough with the budget to know how well it fits the needs of the City for new services and capital improvements?

6.   Do I think that the proposed budget will provide adequate salaries and wages for City employees?

7.   Does the budget, in my opinion, meet the basic needs of the City for new equipment in the next fiscal year?

8. Do I give time to selling needed policies, services and projects to the voters?

9. Do I carry my share of public relations in dealing with voters, press, radio and television?

10. Am I tolerant and fair-minded toward my colleagues in the council?

ILLINOIS INAUGURATES INDUSTRIAL PROMOTION CAMPAIGN

The State of Illinois will have its first national advertising and industrial promotion program to bring new industries to all parts of the State, according to an announcement today by Governor William G. Stratton.

More than 100 cities throughout the State are expected to cooperate in this program, which is designed to pinpoint the facilities and industrial development programs of each of the communities. The first phase of the program calls for a series of full pages in the Wall Street Journal to be followed later in other important business publications.

The advertising program follows a comprehensive study made by the Industrial Planning and Development Division of the State under the direction of Fred R. Falkenstein, superintendent of the division. The research work is being continued in order to have complete information for all areas in the State and to serve as a clearing house for such information.

Governor Stratton complimented the work of the advertising board under the chairmanship of James H. Stupka of Kankakee, whose committee has held numerous meetings throughout the State in an effort to achieve the maximum result of the funds appropriated at the last session of the Legislature.

"This is the first step in a progressive program to bring the many facilities of our State to the interest of industrialists throughout the country," said Governor Stratton. "I am certain that this cooperation between the State and the various communities who are participating" will show that by working together for the common interests of our State, we will achieve lasting results.

"This will help us provide more jobs and more income for our people and it will do so not only in one or two isolated industrial locations, but in areas throughout the State, which, up to this time, have not found a method by which they could bring to the attention of the industrialists of America the important facilities they have to offer."

Mr. Stupka announced that Bozell & Jacobs, Inc., of Chicago, wiil handle the advertising and public relations program. Robert E. Wright will be account executive.
