RECREATIONAL AREA LICENSING ACT

Until January 1, 1972, the Illinois Department of Public Health has had no authority to regulate recreational areas to insure that such facilities are safe and sanitary. Now, this authority is provided by the Recreational Area Licensing Act. An excerpt from the definition of a recreational area is as follows, "any area of land . . . where space for recreational activities or camping is permitted for 10 or more days for 7 or more consecutive days or 10 or more days during a calendar year." The complete definition may be found in Section 2, paragraph (a) of the Recreational Area Licensing Act. Recreational activities as defined in the Act, "include, but are not limited to hunting, fishing, swimming, boating, camping, racing, picnicking, hiking, pleasure driving, nature study, water skiing, festivals, public gatherings, and visiting historical, archaeological, scenic or scientific sites, or for any purpose, including but not limited to educational, vocational and religious activities and assemblies." In addition, the Act does exempt all home rule units. Home rule units include all municipalities with 25,000 population or greater and Cook County at the present time. Based on these criteria, public parks, forest preserves or park districts are within the jurisdiction of the Recreational Area Licensing Act with regard to inspection and compliance with the rules and regulations. However, these areas will not be licensed nor subject to payment of the licensing fee of $100.

The primary concern of the Illinois Department of Public Health in administering the Recreational Area Licensing Act is directed to areas that contain water supplies, sewage disposal facilities, swimming pools and other such facilities that may have a direct relationship to the health and safety of those persons using the recreational area.

Dr. George A. Lowrey

A New Position

George A. Lowrey, Jr., Assistant Professor of Recreation and Park Administration, has assumed the position of Assistant to the Head of the Department, and Graduate Studies Director as of September 1.

Dr. Lowrey will act as chairman of the graduate committee, be in charge of all graduate studies under the M.S. and Ph.D. programs, and assist the department head in the general operations of the department. He also will continue in charge of the Overseas Program in which 18 recreation majors spent last semester doing their work in England and several European countries.

Dr. Lowrey is a former Assistant Superintendent of Recreation, City of San Antonio and Austin, Texas, and Superintendent of Recreation, Seguin, Texas. He also was Assistant Professor and Director of the recreation curriculum at Texas Women's University, Denton, Texas. Dr. Lowrey is chairman of the Personnel Standards Committee, Illinois Park and Recreation Society.
