Edmund L. Kelly

Edmund L. Kelly has been appointed acting general superintendent of the Chicago Park District to succeed Thomas C. Barry who has resigned. Kelly started working for the Chicago Park District in 1947 and rose through the ranks as physical instructor, playground supervisor, and park supervisor. In 1968 he became the administrative assistant to the board of commissioners and in 1969 was promoted to assistant general superintendent.

He attended De Paul University and the University of Iowa majoring in physical education. Kelly has a long background in the world of sports and is a former assistant basketball coach at Loyola University.


Art Gill was recently appointed to the position of Supervisor of Recreation for the Glencoe Park Recreation District. He replaces Dick Murray, who re-signed to become Director of the Flagg-Rochelle Community Park District.

Art is a graduate of Western Illinois University with a B.S. in Parks and Recreation and served on the staff of the Glenview Park District through a grant by the office of Local Government Affairs. He has also worked for the Oak Park Recreation Department while attending school.

While in college, Art was active in the student branch of the Illinois Park & Recreation Society. He is also an I.P.R.S. certified supervisor.


Prentice-Hall, Inc., has announced the publication of a new book, Problem Solving in Recreation and Parks, by Joseph J. Bannon. The advance flyer establishes it as the type of title which might be used for self improvement of the on-the-job executive and for in-service training of the professional staff as well as a textbook.

R. Lynn Holoch has been appointed Facilities Supervisor for the Homewood-Flossmoor Park District. Lynn's appointment became effective June 5, 1972 and his responsibilities include the program planning and supervision of Park District Aquatic facilities as well as a six court indoor tennis facility.

Following two years at Marshalltown City College in Iowa, Lynn spent four years in the Air Force as a recreation specialist. From 1969 to 1971, Lynn attended Western Illinois University where he received a B.S. in Parks and Recreation. Lynn also served with the Department of Parks and Recreation in Kansas City, Missouri, as an N.R.P.A. intern before coming to the Homewood-Flossmoor Park District.



Ronald H. Dodd

Ronald H. Dodd, Superintendent of Recreation for the Arlington Heights Park District, has been elected to the Board of Regents of the Revenue Sources Management School sponsored by North Carolina State University Department of Recreation Resources Administration. The School held at Oglebay Park in Wheeling, West Virginia is co-sponsored by the National Recreation and Park Association.

The Revenue Sources Management School is a two year progressive education program for park and recreation professionals. Its purpose is to develop a better understanding of the philosophy and management principles behind public revenue-producing facilities and activities.

The course consists of two annual one-week sessions of classroom study and lectures. Revenue sources authorities in the field serve as faculty members. Each course follows an exacting syllabus. Students are certified by the National Recreation and Park Association and North Carolina State University upon successful completion of the program. Students may receive credit toward a degree upon completion of the two year course.

Dodd, a graduate of the Revenue Sources Management School, has been an active participant with the program both as an instructor and coordinator of the user fee seminar. His term of office as a Regent is for three years.


James Welsh has been appointed to the position of Director of Parks & Recreation for the city of Palos Heights, Illinois. He is a recent graduate of the University of Illinois and has a degree in Recreation & Park Administration.

Jim has the distinction of being the first full-time director for the city. His responsibilities will include organizing yearly recreational programs and directing maintenance and planning of existing and future park sites.
