GOV. DAN WALKER was never there. Nor was his chief political adviser, Victor DeGrazia. Nor was Chicago Mayor Richard J. Daley. But their political power was ever present during the protracted debate for speaker of the Illinois House.

The presence of that unseen political control was reflected in the many speeches made before that history-making 93rd ballot finally elected Rep. William A. Redmond (D., Bensenville).

The usually noisy chamber was stilled when the Walker-Daley forces pulled their support from 24-year veteran Rep. Clyde Choate (D., Anna) and the heretofore powerful downstater said, "I have not yielded to pressure at any single time in my legislative career. ... I have never compromised my word and I hope all of you can say the same to yourself and believe it."

One of the band of 16 Choate loyalists, freshman Rep. Joe E. Lucco (D., Edwardsville), brought uproarious applause and cheering from both sides of the aisle when he said, "A young up-start, an aide to the governor, came down here, leaned over and says, 'Lucco, if you don't go for Bill Redmond on the next ballot you'll lose the Convention Center.' "

"You know what the Convention Center is? It's $15 million of construction for Edwardsville's S.I.U. campus. If I'm going to be swayed by $15 million, a Convention Center, the governor can go to hell!"

Lucco's next remark brought a quick rejoinder from acting speaker, Secretary of State Michael J. Hewlett.

"I'm just an old coach — 41 years — I'm in the Hall of Fame," said Lucco. "But I'll never be in the Hall of Fame in this institution."

"You're making a helluva start," quipped Hewlett.

Republicans had been extremely docile during much of the balloting, that is, until a freshman, Rep. Lee Daniels (R., Elmhurst), announced he was switching his vote from the GOP caucus choice, Rep. James "Bud" Washburn (R., Morris) to Redmond.

Washburn bristled.

"Inexperience in the legislature is not an excuse for a dishonorable deed. Nor is bowing to the pressure, blandishments, or pleadings of those outside this House. Nothing, I repeat, nothing excuses their action. Vote your word, fellow Republicans, the word you pledged to 75 other Republicans."

Rep. Charles J, Fleck, Jr. (R., Chicago), who was seated next to Daniels, said, "I've been sitting here for 15 minutes and I've finally realized why the Republican Party is the minority party in this country. It is my firm belief the reason is that the Republican Party has more moral dwarfs in it than the Democratic Party."

DuPage County legislator, Rep. George Hudson (R., Hinsdale), said caustically, "I say shame on Republicans. I think it is our duty to stand fast and let the other side (Democrats) make this decision and elect their own Speaker."

But seven Republicans didn't heed the words and with their help, Redmond was elected.

After Redmond had been elected speaker and gavelled the House into order, Rep. John Matijevich (D., North Chicago) read to his colleagues a parody he had written (See next page).

All through the 'House':A ballad on the speaker's race

" Twas the 16th of January, and all through the House
Not a Speaker was yet elected, not even a louse.
The names were called by the Clerk with care
In hopes that eventually a winner was there.
The citizens were nestled all snug in their beds
While visions were dancing in lawmaker's heads.
The Democrats, the Speakership were soon to cap
So the Republicans settled down for a roll call nap.
When out on the floor there arose such a clatter
The members sprang from their chairs to see what wasthe matter.
Through the middle aisle came a streak and a flash
But it was only a lobbyist tossed out on his .....backside.
Secretary Hewlett looked at the members below
Saying there must be others we can get in tow.
When what to my wondering eyes should appear
But a Democratic bandwagon drawing near.
With a chubby driver, so lively and quickI knew in a moment it must be Vie.
More rapid than donkeys his Democrats they came
He whistled, shouted, and called them by name.
Now Beaupre, now Birchler, now Jaffe and Hanahan
On Calvo, on Craig, on Fennessey and Von Boeckman.
To the aid of your party, answer the call
Now come together, come together, come one,come all.
Yes, the driver was a jolly old fellow
The only one left for him to fire was Dave Caravello.
Across the Assembly the rhetoric was about to fly
One by one, each poked a tear from his eye.
Up to the dome the words quickly flew
We're doing it for our party, and saintly Vie, too.
And then in a twinkle, I looked at the ceiling.
The sparkling light flashed an aura of good feeling.
As I drew in my head and turned quickly around
A smiling Jack Touhy was finally on solid ground.
A Democratic Speaker, how happy, how merry
That's worthy of a toast from our friend, John Fary.
But now the finishing touches were done
And now there finally stands only one.
The Speaker — well, he has a broad face and round belly
He knew it was won when he switched Kelly.
With a wink of his eye and a twist of his head
Soon we all knew there was nothing to dread.
He took a few paces, then went straight to work.
He knew right away he was no jerk.
And laying his finger aside of his nose
He gave a nod and up the podium he rose.
He stood on his toes to get into sight
Ladies and gentlemen, he said, 'We've fought agood fight.'
To everyone he gave thanks for ail that they had done
And said, 'Let's work for the people to show it is they who have won.'
As he stepped down and slipped out of sight
He said, 'God Bless You Alland to All a Good Night.' "
