1. S.B. 162, Rock. Creates Illinois Municipal Financing Agency and provides for its composition, powers, and duties. Agency may issue bonds or notes in aggregate amount not to exceed $300 million and use proceeds to purchase general obligation bonds of units of local government and school districts. Includes provisions related to feasibility of projects, fiscal ability of governmental unit to pay principal and interest, and price and interest rates at which bonds can be sold. 2. S.B. 410, Knuppel. Prohibits recruiting and hiring persons who customarily and repeatedly offer themselves as replacements for striking employees and provides penalties for such. 3. S.B. 506, Knuppel. Increases inheritance tax exemption for surviving spouse to $75,000, and for surviving child to $25,000 (currently $20,000 for each). 4. S.B. 609, Partee. Amends Environmental Protection Act. Artificial lakes, ponds, and reservoirs used for containment of discharges of cooling water from steam-electric power plants are exempted from water quality and effluent standards as they relate to thermal discharges. 6. H.B. 1103, Holewinski. Financial Institutions Disclosure Act. Requires banks, savings and loan associations, insurance companies and mortgage banking companies to file semi-annual reports of deposits and various types of mortgage loans by census tracts. 7. H.B. 1539, D. L. Houlihan. Reduces the proportion of motor fuel tax funds transferred to the road fund. Allows Chicago to use its share on nonarterial residential streets and reduces slightly the share of motor fuel tax funds allocated to Department of Transportation and counties while slightly increasing share to road districts. 8. H.B. 1654, Giorgi. Amends Unemployment Compensation Act changing title to "Unemployment Insurance Act." Temporarily modifies regulations for extended benefits, permitting 100 per cent federal financing of such benefits. Repeals requirement that to be eligible for benefits person must serve waiting week. Requires facts in support of employer's allegation that persons are ineligible for benefits. Makes other changes. 9. H.B. 1732, Meyer. Provides that Illinois Office of Education shall provide free of charge to any student in grades K through 12 at a public or non-public school the loan of secular textbooks listed for use by the IOE. 10. H.B. 1851, Kelly. Amends abortion law to require consent from spouse, or in case of minor, from parents of female seeking abortion. Abortion within first trimester is still permitted. 11. H.B. 1884, J. M. Houlihan. Creates Illinois School Student Records Act establishing rights and privileges with respect to students' records in public and nonpublic schools. Requires State Board of Education to issue implementing regulations, provides procedure for maintenance of, access to and dissemination of information from such records. 12. H.B. 3118, Shea. Creates a contingency reserve of 8 per cent of each appropriation from the General Revenue Fund which cannot be expended unless the appropriate officer certifies necessity and purpose and such certification is approved by a special legislative subcommittee. H.B. 2286, Catania. Amends Credit Card Use and Issuance Act. The act makes it a petty offense not to inform a credit card applicant the reason why an application has been denied. Education
H.B. 534, Hoffman, G.L. Amends School Code, Provides that "operating lax rate" used for roll-back purposes under resource equalizer formula includes all increases authorized by local referenda before October 1, 1973. Provides that after January 1, 1974. when a school district by referendum increases educational or operations, building and maintenance tax rate, that increase. by resolution of school hoard, shall he included in district's operating tax rate for general state aid purposes for each year following approval. Provides computation procedure for state aid entitlement in high school districts which have a decrease in assessed valuation below 1971 level. Provides that school board shall notify Superintendent of Education of increase in tax rule before June 20 to include it in operating tax rate lor general stale aid purposes. H.B. 2153, Kent. Hanahan, & Chapman. Amends School Code to guarantee no sex discrimination in hiring, placement and promotion of educational personnel. Provides that no student be denied admission into any course of instruction offered in schools on basis of sex. Guarantees male and female students access to physical education and athletic programs supported by school district funds and guarantees participation in comparable physical education and athletic programs. Elections
H.B. 1730, Walsh and Hudson. Amends Election Code. Provides third alternate method of allocating number of national convention delegates and alternates among congressional districts and determining number of delegates selected from state at-large. Authorizes party state central committee to determine whether such delegates shall be (1) elected at the primary. (2) selected by state convention or (3) chosen by a combination of both methods. S.B. 27, Rock. Provides that newborn infants cannot be excluded under insurance policies providing accident and health coverage. Establishes a commission to study problem of malpractice and establishes mechanism whereby an insurance underwriting pool would be established in event medical mal- practice insurance ceased to be available in Illinois through other means. H.B. 278, Jaffe and Peters. Prohibits exclusion, exception or reduction of coverage for treatment of injuries and trauma resulting from rape, and examination and testing of victim of rape or attempted rape for presence of venereal disease or infection under accident and health insurance policies, hospital service plans, and voluntary health service plans. Land Use
H.B. 396, Younge and Catania. Creates Depressed Areas Land Use and Community Development Authority, defines its powers, responsibilities and duties. Establishes framework for cooperation among Authority and existing federal and state departments and agencies, and units of local government in order to develop depressed areas. Local Government
S.B. 211, Davidson. Amends an act to authorize transfer of surplus town funds to other town funds or road and bridge funds. Authorizes transfer of necessary funds from general fund of township to road and bridge fund upon order of auditors without need for repayment and without need to resort to town meeting or special town meeting for authorization. Qualifies transfer of funds from general to road and bridge fund with provision until July I, 1977. Qualifies townships in bill to counties under 1,000,000 population. Act is repealed July I, 1977. Public Safety
H.B. 911, Katz. Establishes "911" as prefix for all emergency phone calls. Sets deadlines for implementation by local agencies. Social Services
S.B. 525, Rock. Creates Abused and Neglected Child Reporting Act. repealing existing act on same subject. Broadens group that must report child abuse and permits anyone to report suspected child abuse or neglect. Provides immunity from liability for anyone filing report in good faith. Permits physician to retain temporary custody in medical care facility of child whom he reasonably believes will be in imminent danger if returned home, and requires immediate notification of Department of Children and Family Services. Passes Senate 3rd Rdg 47-2. May 13, 1975. Passed House 3rd Rdg. 159-1, June 19, 1975. Signed by Governor, June 26, 1975, P.A. 79-65.

Solar Energy
S.B. 1066, Berning. Provides that real and personal property tax assessment of property which is equipped with solar energy heating or cooling system shall be based on economic productivity to the owners. Passed Senate 3rd Rdg 52-4, May 20, 1975. Passed House 3rd Rdg 145-1, June 12, 1975.

H.B. 164, Grotberg. Declares that it is policy of state that solar energy heating or cooling systems should be encouraged as conserving nonrenewable resources, reducing pollution, and promoting health and well-being of people of this state. When such systems are installed in improvement of real property, owner is entitled to claim an alternate valuation for those improvements. Passed House 3rd Rdg 113-0, May 16, 1975. Transportation
S.B. 401, Chew. Amends Illinois Highway Code to require competitive bidding on all state highway projects, rather than just on federally aided projects as the current law provides. H.B. 158, Schisler. Authorizes road districts to levy taxes and accumulate funds for acquiring, constructing, repairing and improving buildings; for procuring road maintenance apparatus and equipment, and for construction of roads. Requires referenda for such accumulations at regular election, stating amount of funds which may be accumulated and for stated number of years. Passed House 3rd Rdg 127-0, April 11, 1975.
