Appointments

Peter Bensinger, Chicago, as head of the federal Drug Enforcement Administration, and Mitchell Kobelinski, Chicago, as head of the federal Small Business Administration, both by President Ford in December.

Charles E. Glennon, Dwight, as circuit judge in the 11th Circuit effective January 1 by the Illinois Supreme Court. He fills the vacancy created by the resignation of Judge Wilton Erlenborn.

James M. Riccolo, Dwight, as successor to fill the legislative seat of Rep. Joseph Fennessey (D., Ottawa) for the final 12 months of the two-year term. Fennessey announced his retirement on December 31 to accept an appointment as clerk of the Third District Appellate Court. Riccolo filed to run for a Democratic nomination to the House in the primary.

Bennett Bradley, Jr., Decatur, as replacement for former Rep. Webber Borchers (R., Decatur) in the Illinois House. Borchers was ruled ineligible to hold his seat after being convicted of theft and official misconduct.

Four new appointees have assumed major posts in the Department of Children and Family Services: David M. Bankard, Rochester, as deputy director for management services, December 1; Marian Quinn Barnes, DesPlaines attorney, as legal staff activities director, January 1; William G. Lunsford, Chicago, as administrator of the department's Cook County central support services, November 17; and Victor B. Briones, Springfield, as new migrant resource coordinator, December 1. He will coordinate the state's programs for migrant families.

John Houlihan and William Burke as director and assistant director of the new Department of Veterans Affairs by Gov. Walker on January 5. The men held similar positions with the former Illinois Veterans' Commission.

Lucy Salenger as managing director of the Office of Motion Picture and Television Services by Joseph Pisciotte, director of the Department of Business and Economic Development, on December 15. She has had TV production experience with CBS and WLS.

William L. Grant, Peoria, as assistant superintendent of federal and state grants for the Illinois Office of Education, effective January 15, by State Education Supt. Joseph M. Cronin. Grant was assistant superintendent of Peoria schools since 1968.

Edward Vass, St. Charles, a criminal justice specialist, as special legislative liaison for the Illinois Law Enforcement Commission in Chicago by David Fogel, commission director, on December 12.

Donald P. Satchell, professor of soil science at Southern Illinois University (Carbondale), as a member of the Pollution Control Board by Gov. Walker December 29. He will serve a three-year term.

Dr. Harold J. Gluskoter, geologist at the Illinois State Geological Survey, as head of the Survey's coal section by the Illinois Board of Natural Resources and Conservation in December.

James J. McDonough, former commissioner of the Chicago Department of Streets and Sanitation, as a member of the Chicago Transit Authority effective December 16. The appointment was made by Chicago Mayor Richard Daley and confirmed by Gov. Walker.

Dr. Leon H. Perley, Peoria, as president of Illinois Central College by the board of trustees to succeed Dr. Kenneth Edwards who retired December 31. Perley served as the college's vice president for financial affairs.

Dr. Keros Cartwright as head of the Hydrology and Geophysics Section of the Illinois State Geological Survey by the Illinois Board of Natural Resources and Conservation in December.

Gary Wright, to head a new Division of Nuclear Safety established December 1 in the Illinois Department of Public Health. Wright, who has a master's degree in nuclear engineering from the University of Illinois, has been engineer in the department's Division of Radiological Health since 1973 and formerly headed the department's nuclear power station surveillance program.


Other
Norman G. Swenson, president of the Cook County College Teachers Union, was pardoned at Christmas by Gov. Walker. Swenson was serving a five-month jail sentence for contempt of court imposed by a circuit court judge when Swenson violated a return-to-work mandate during a teachers' strike against City Colleges of Chicago.
