•"Coat and Water Resources for Conversion in Illinois." by William H. Smith and John B. Stall, Cooperative Research Report 4. Illinois State Water Survey and Illinois State Geological Survey (1975), 79 pp.

Nearly 100 billion tons of coal, a larger reserve than in any other state, remain in Illinois' two largest coal seams. The state also has numerous areas with sufficient water to supply plants to convert coal into synthetic fuels or gas. This report documents the amounts and locations of these resources to guide the siting of coal conversion plants which could supply the needs not only of Illinois but also of the surrounding region. Three wall-sized maps accompanying the report show the geographic distribution of the coal and water.

•"Coal Mines in Illinois," a map prepared by the Illinois State Geological Survey (January 1975).

Depicts the 54 Illinois coal mines with annual production of 10,000 tons or more. including the type and size of each mine. Also depicts mined-out areas, both strip and underground.

•"Alder manic Campaign Fund Solicitation Letter: Alleged Conflict of Interest," a report by the Illinois Legislative investigating Commission to the General Assembly (June 1975), 69 pp.

A report of the commission's investigation of an alleged conflict of interest by the chairman of the Illinois Racing Board in soliciting campaign funds for a Chicago aldermanic campaign. The report concludes that the chairman violated Governor Walker's Executive Order No. 3, which prohibits a state employee from asking any other state employee to make a political contribution, but that he did not violate the 1974 Campaign Financing Act.

Ending its three-year involvement in the Illinois Home Rule Clearinghouse and Policy Analysis Project, the Institute of Government and Public Affairs, University of Illinois, has issued the four publications described below. Home Rule Handbook for Illinois Local Officials, by Stephanie Cole (1975), 96 pp.

This manual is intended to "give the local official an informed basic understanding with which to deal with home rule and the fundamental changes which it is bringing about." Discussed are the constitutional home rule provisions, relevant court cases, actions of the Illinois General Assembly, local actions, home rule for small communities, county home rule, and the relationship between home rule and intergovernmental cooperation.

Home Rule Newsletter, No. 9 (spring 1975), 11 pp.

This newsletter has been published since 1972. The final issue includes articles on recent home rule referenda, the use of Industrial Project Revenue Bond Act procedures by home rule municipalities, Cook County home rule, and a complete list of home rule project publications.

•"Home Rule Use by Illinois Municipalities: The First Three Years," by Richard L. Day in Illinois Government Research (June 1975), 5 pp.

This paper discusses and documents the extent and types of home rule use by Illinois municipalities from the inception of home rule in 1971 through fall 1974. The attitudes of municipal officials toward home rule are also discussed.

•"The Local Government Committee Reconvenes: Home Rule and Intergovernmental Cooperation in Illinois," edited by Stephanie Cole (1975), 51 pp.

This report contains a reunion discussion among delegates to the 1969-70 Illinois Constitutional Convention who were members of the convention's Local Government Committee. Also includes a preface by committee Chairman John C. Parkhurst and a speech by Louis Ancel: "Home Rule: An Appraisal after Three Years."
