EDITOR: William Bryan's "Electronic Banking" article in your June edition leaves one with the impression that Electronic Funds Illinois (EFI) is at the forefront of the movement to bring EFTS to the citizens of this state. If such were the case, EFI would have supported Senator Prescott Bloom's bill to permit EFTS. Instead, B. F. (Chip) Backlund, one of the organizers of EFI, testified before the Senate Finance Committee that EFI does not support Senator Bloom's bill or any bill that would change the law. As Mr. Bryan correctly states in his article, check verification will not achieve any economies; it will merely add another process to the current check clearing system. The law must be changed to do anything beyond check verification.

Why, then, does EFI not support Senator Bloom's bill? Is it because EFI is not really in favor of EFTS, but merely gives the concept lip service in order to stall its development?

Chicago desegregation plan
EDITOR: I have just finished reading "Chicago's 4-ring circus" in the July issue of Illinois Issues. It was a most interesting article which certainly placed the situation in proper perspective except that 1 got credit for the State Board policy leadership.

The State Board of Education was especially pleased with the complete chronological order of events depicted in the article. The State Board, under Chairman Jack Witkowsky, has been a leading force in insuring a quality education for all Illinois school children.
