Auditor General Reports

The Auditor General's Office reported in February that the Department of Administrative Services (DAS) lacked sufficient staff to deal with procurement of land for the state of Illinois and that the department wasn't paying attention to problems of accessibility for handicapped persons to state-owned or leased property. Provisions for handicapped people are less than adequate and no significant improvement has been made since 1969. The report also listed five areas of legislative reform for the General Assembly to consider involving the state's use of property and its accessibility to handicapped people.

A March audit report said the Commission on Delinquency Prevention does not have adequate administrative control over its grant programs. Many required forms have not been filed by the commission.

The Department of Insurance Bureau of Liquidations, Conservations and Rehabilitations is not in compliance with the Comptroller Statewide Uniform Accounting System (CUSAS), according to a March report. The bureau argued that since it wasn't a state agency, it didn't have to comply with CUSAS; the auditor general's office disagreed. The auditor general's report also said the Bureau of Liquidations has been extremely negligent in carrying out its basic duties. The Legislative Council lacks a formal planning program establishing long- and short-term goals, according to the March audit report, which also found the council not maintaining correct property and equipment control.

Inaccurate personnel reporting was found in the Department of Mental Health and Developmental Disabilities Region 2 Office. Seventeen employees working for the Region 2 Office are listed on the Illinois Institute for Developmental Disabilities payroll. As a result, the institute's payroll was inflated by $306,000, while the Region 2 Office payroll was $306,000 short, a February audit report said.

Other entities received satisfactory audit reports after minor improvements were made. They include the Illinois Community College Board, the Legislative Advisory Committee on Public Aid, the Capital Development Board, the Department of Public Health, the Region 4 Administration Office of the State Employee's Retirement System, the Western Illinois University Foundation, the Department of Mental Health and Developmental Disabilities' W. A. Howe Developmental Center, the Sangamon State University and Foundation, and the Athletic Association, Athletic Association Retirement System and the Alumni Association of the University of Illinois.
