Latest in the series, Issues in Public Finance, published by the Illinois Office of the Comptroller, are two studies by Dr. William D. Toal:

• "Illinois Employment Cycles and Trends — A Comparative View" (no. 4, December 1977, 40pp) and

• "The Illinois Economic Model: Phase I" (no. 5, December 1977, 29pp).

The first examines the dynamic behavior of employment in Illinois industries since 1958, concluding that individual industry employment often does not follow national patterns. The second study describes a new, computerized method of forecasting Illinois employment and economic conditions as much as three years in advance.

Preservation Illinois: A Guide to State & Local Resources, Illinois Department of Conservation (December 1977), 288pp.

This historic preservation handbook was funded by the American Revolution Bicentennial Administration and the Illinois Bicentennial Commission. It is a comprehensive guide in such areas as federal and state laws, fundraising, archeological research and adapting old buildings to new uses. Annotated references follow each section.

• "Citizen's Guide to Subdivision Regulations," Illinois Department of Local Government Affairs (October 1977), 66pp.

Intended to guide Illinois local governments and planning commissions in preparation, adoption and administration of subdivision regulations, this report highlights the most important trends, procedures, design standards and legal requirements in layman's language.

The Illinois House of Representatives Republican staff has prepared recent reports in five are as of legislative concern:

• "Schools" (July 1977).

• "Branch Banking" (August 1977).

• "The Personal Property Tax" (August 1977).

• "Reorganization and Review," including sections on state government reorganization, administrative procedures review and changes in the processing of federal funds (August 1977).

• Energy and Environment: An Intergovernmental Perspective, Institute of Government and Public Affairs, University of Illinois (January 1978), 162pp. Available from the Institute, 1201 W. Nevada, Urbana 61801.

The final report of the Ohio River Valley Assembly, this volume examines intergovernmental problems raised by energy and associated environmental issues in the six valley states of Illinois, Indiana, Kentucky, Ohio, Pennsylvania and West Virginia. Participants, most of them public officials, concluded that it is essential for the state and federal governments to view those portions of these states contained in the Ohio River Valley "as a natural unit for energy development and environmental protection."

• "Required Dedications for Public Purposes," by Richard Wexler, Planning & Public Policy (Bureau of Urban and Regional Planning Research, University of Illinois at Urbana-Champaign), vol. 4, no. 1 (February 1978), 3 pp.

This report explores the legal foundation for municipalities requiring developers to dedicate land or pay cash fees for development costs traditionally assumed by the municipality — for schools or parks, for example. Included are the background and legal history of such an ordinance passed by Naperville plus the implications for urban planning.

• "Age Discrimination in Employment of Older Persons: A Review of Federal and State Legislation and Enforcement," Center for Advanced Study, University of Illinois at Urbana-Champaign, and Illinois Department on Aging (August 1977), 179pp.

Prepared for the Age Discrimination in Employment Project, this report details legislative, judicial and administrative actions to counter such discrimination. Both federal and Illinois actions are covered. An introductory section on the history, incidence and effects of age discrimination in employment is also included.
