The comptroller's monthly report showed the general funds average daily available balance in November to be $215 million; the general funds end-of-month balance was $204 million, and the combined funds end-of- month balance was $309 million .... The maximum lawful interest rate for residential real estate loans in December is 10 Vi per cent .... An increase in the state's average weekly wage from $241 to $247 means higher worker's compensation and unemployment benefits for some, since the wage is used to calculate maximum benefits. However, maximum unemployment benefits for families with dependent children are not going up because the revised unemployment insurance act of 1975 sets a $135-a-week limit on benefits for persons with families. At that time $135 was about 66 2/3 per cent of the state's average weekly wage. Meanwhile, maximum unemployment benefits for single people (based on 50 per cent of the state's average weekly wage) have risen to $124, and the maximum for persons with a dependent spouse (based on 60 per cent of the wage) are now $149 a week. . . . The statewide seasonally adjusted unemployment rate for November was 5.8 per cent. Unemployment rates for September in the state's major cities were: Bloomington- Normal, 3.1 per cent; Champaign-Urbana, 4.1 per cent; Chicago, 5.1 per cent; Davenport-Rock Island-Monne,4.3pereent; Decatur,7.4 per cent; Kankakee, 6.5 per cent; Peoria, 4.3 per cent; Rockford, 4.6 per cent; Springfield, 5.3 per cent; St. Louis (Illinois section), 5.3 per cent.
