• "Illinois: Man's Impact on the Land," by Fred J. Tetreault, Outdoor Highlights (Illinois Department of Conservation), vol. 6, no. 13 (November 6, 1978):7-17.

Following three-and-a-half years of work, the Illinois Natural Areas Survey has now completed its task of locating, describing, evaluating and cataloging all the remaining significant natural areas in the state. This article gives the background of the inventory, describes how it was carried out, presents some of the major findings and indicates what still remains to be done.

Effective Schools Through Effective Management, by Fredric H. Genck and Allen J. Klingenberg, Illinois Association of School Boards, 330 Iles Park Place, Springfield, 111. 62728 (1978), 198pp. ($8.00).

The authors of this volume -- one is a management consultant, the other a school district superintendent -- maintain that school managers must assume responsibility for both educational and financial results. They draw heavily on private industry for a philosophy of managing for results but contend that education managers must develop their own strategies and tactics. The book is divided into three sections: management in education, elements of management, and school boards on the job; it is indexed, has numerous tables, forms, sample policies, survey and other management tools.

• "Lobbying Laws in Illinois: An Incomplete Reform," by Lee Norrgard, DePaul Law Review, vol. 27, no. 3 (Spring 1978): 761-791.

According to the author of this article, the Illinois statutes governing lobbying in this state have failed to reveal adequately the undue influences exercised over state officials by various interest groups. He analyzes the deficiencies in the I present system and suggests stricter regulations over finances, personnel, and activities./ A.J.M.
