Boards and Commissions

Governor's Advisory Board on Criminal Justice Legislation
Karen Walton, Hinsdale, a member of the board of directors of the Junior League's Victim-Witness Assistance Project, was named to the Governor's Advisory Board on Criminal Justice Legislation, effective in February for an indefinite term. The post is unsalaried and does not require Senate confirmation.


Horse Racing Advisory Board
James L. O'Keefe, Wilmette, senior partner of O'Keefe, Ashenden and Lyons, was named chairman of the Illinois Horse Racing Advisory Board, and Harold M. Florsheim, Highland Park, chairman of the board emeritus, Florsheim Shoe Company, was named vice chairman.

Other members appointed include: Robert F. Bensinger, Chicago, retired chairman, Brunswick Corp.; Leigh Block, Chicago, retired vice president and director, Inland Steel; Richard L. Duchossois, Flossmoor, president, Thrall Car Manufacturing; A. C. Fessendon, St. Charles, retired president, Ace Carton Corporation; Charles Flynn, Champaign, general manager, The Champaign-Urbana News Gazelle; Ralph Gonzalez, Jacksonville, president, Central National Life Insurance; Arthur Jens Jr., Glen Ellyn, retired chairman, Fred S. James & Company; Stewart Peacock, Northbrook, president, Spaulding and Company; William W. Wirtz, Winnetka, president, Wirtz Corp. and the Chicago Blackhawks; and William T. Ylvisaker, Barrington Hills, chairman of the board, Gould, Inc.

The appointments were effective in February and do not require Senate confirmation. All terms expire September 30, 1979; there is no salary.

The board advises the Illinois Racing Board, and was created by the legislature under former Gov. Daniel Walker although Walker never appointed its members.


Department of Labor Board of Review
Dennis H. Block of Glenview, Eugene E. Christy of Milan and David W. Tomei of Burr Ridge were reappointed to the Department of Labor Board of Review effective in February for terms ending January 1981. The appointments require Senate confirmation, and the annual salary is $13,200.

The board reviews appeals and decides contested claims for unemployment benefits. Its decisions may be appealed to the courts.


Law Enforcement Commission
Gary D. Adams, Ludlow, as member of the Law Enforcement Commission effective in April for a term ending November 1981. Adams, who is chairman of the Champaign County Board, filled a vacancy on the commission. The appointment requires Senate confirmation, and there are per diem expenses.

The federally funded commission is a state planning agency that administers grants-in-aid from the U.S. Law Enforcement Assistance Administration (LEAA). LEAA grants go to state and local governments and private nonprofit agencies, involved in law enforcement, including the police, the courts and the corrections system. President Carter proposed cuts in LEAA spending in his fiscal 1980 budget, and there have been moves in Congress to cut funds even further. Fund cuts are opposed by the National Governors Association, the National Association of Countiesand the National League of Cities.


State Museum Board
Named to the State Museum Board were: James Ballowe, Peoria, dean of the graduate school and associate vice president of academic affairs, Bradley University, Peoria; Rosalie Clark, Chicago, an art and antique enthusiast; Donald F. Hoffmeister, Champaign, director of the Museum of Natural History and professor of ecology, ethology and evolution, University of Illinois at Urbana-Champaign; Mary Ann McLean, Libertyville, president of Marine Salvage and Antiques, Inc., Lake Forest; Michael G. Schneiderman, Chicago, an attorney; and Robert H. Waddell, Illiopolis, operator of Bob Waddell's Chevrolet Co. The appointments, effective in March, are for terms ending January 1981. Senate confirmation is required for the unsalaried positons.

The board approves the policies of the State Museum. Future concerns include expansion of the museum and consideration of different ways to make the museum collections available to the public, possibly through educational TV and other media.


Prisoner Review Board
Paul J. Klincar, Belleville, former St. Clair County Sheriff, was appointed to the Prisoner Review Board, effective in February for a term ending in January 1985. Reappointed for terms ending in January 1985 were: Ethel Gingold of Springfield and Rafael Nieves of Chicago.

The board, which replaced the Pardon and Parole Board, reviews rules for good time credit in prisons and hears appeals and makes recommendations for granting or denial of executive clemency. The appointments require Senate confirmation, and members are paid $30,000 annually.


Recreation Council
Appointed to the Illinois Recreation Council were Harold A. Vonachen Jr., Brimfield, president of Peoria Blacktop, Inc., and former state Rep. Gilbert L. Deavers, general agent for National Life of Vermont, Bloomington. Their appointments, effective in February, are for terms ending July 1979.

The council advises the Department of Conservation on recreation programs. The posts are unsalaried and do not require Senate confirmation.


School Problems Commission
Robert R. Heier, Chandlerville, superintendent of Unit School District #62, and Kenneth Bruce, Springfield, assistant executive secretary, department of legislation and political education of the Illinois Education Association, were appointed to the School Problems Comission, effective in February for terms ending in July 1979.

This continuing legislative commission advises the State Board of Education and the state superintendent of schools on educational problems and makes recommendations to the General Assembly. The appointments are unsalaried and do not require Senate confirmation.


Special Events Commission
Named as chairman of the Special Events Commission was Frank J. Kafka, Woodridge, president and chairman of the board, Kafka, Inc. Others appointed include: Charles D. Clawson, Riverside, manager. Mutual of New York Life Insurance, Chicago; Nancy Simon Harris, Northfield, writer-producer for Draper-Daniels, Inc., Chicago; Arnold J. Morton, Highland Park, operator of Arnie's Restaurant, Chicago; Eli M. Schulman, Chicago, owner of Eli's The Place for Steak, Chicago; and Beverly S. Wolin, Lincolnwood, a housewife. The appointments were effective in February for terms ending July 1979 and do not require Senate confirmation. There is no salary.

This continuing legislative commission helps plan special events and state anniversaries, aids officials in hosting state visitors and sometimes represents Illinois at ceremonies outside the state.


Tri-City Regional Port District Board
Two Granite City residents, Dale Arnette, former owner of Arnette Pattern Co., and Herbert J. Bischoff, a retired farmer, were appointed to the Tri-City Regional Port District Board effective in February for terms ending May 1981.

The board passes ordinances and makes rules and regulations governing transportation and sewage facilities in the Venice-Granite City-Madison area. Appointments do not require Senate confirmation; there is no salary.
