•     Illinois Appropriate Technology Project Book, Alternative Energy Division, Institute of Natural Resources (November 1978), 99pp.

The project book is a guide for local governments and organizations interested in developing appropriate technology projects, such as low cost solar and otheralternative energy projects, community gardening projects, water conservation projects, etc. It includes sections on the Institute of Natural Resources and other coordinating agencies, a guide to finding funding sources, bibliographies, and summaries of over 100 ongoing projects throughout the state.

•     Risk Management Guidebook for Local Governments, Department of Local Government Affairs (no date given), 148pp.

Insurance buying is the principal tool local governments use to protect against devastating human or financial loss. Sole reliance on insurance, however, may no longer be an affordable approach to loss protection. In fact insurance is not the only available technique. A major portion of this guidebook is devoted to alternative methods; also included is detailed information on the procurement of commercial insurance.

•     Home Rule for Small Municipalities in Illinois, Department of Local Government Affairs (1979), 15pp. Available free of charge from the DLGA, 303 E. Monroe Street, Springfield, 111. 62706.

Under the 1970 Illinois Constitution all municipalities of over 25,000 population are automatically home-rule units unless a referendum is passed to not have home rule; others may adopt home rule by referendum. This booklet discusses the powers as well as the limits on home-rule powers. An appendix lists the home-rule units in the state as of January 1979, those that held successful and unsuccessful referenda, and those that abandoned or retained home rule.
