Cribbet named UI Chancellor

John E. Cribbet, Urbana, as chancellor of the University of Illinois at Urbana-Champaign by the university's Board of Trustees effective December 12. Cribbet, who was dean of the U. of I. law school, had served as acting chancellor since July. He replaced William P. Gerberding who resigned to assume the presidency of the University of Washington at Seattle.

Murphy named to DOT post

Hugh R. Murphy, Villa Park, as assistant secretary for the Illinois Department of Transportation by the governor effective January 7. Murphy, whose position needs Senate confirmation, was previously engineer of codes and standards for People's Light & Gas Co., Chicago.


Department of Law Enforcement

Daniel Webb, director of the Department of Law Enforcement (DLE) made the following appointments in December:

Gail E. "Bud" Pruett, Springfield, as DLE's chief fiscal officer. Pruett was previously an accountant in the department's division of administration. He replaced Fletcher Hutchens, Springfield, who took a position as program compliance analyst in the Department of Public Aid's bureau of Title XX administration.

James F. Finley, Rochester, as assistant deputy director of the division of administration. Finley was previously manager of the program evaluation section of planning and development. He will continue to serve as the department's legislative liaison.

James E. Redenbo, Springfield, as executive assistant to the deputy director of the Illinois division of criminal investigation. Previously, Redenbo was assistant deputy director of support services.

In addition, Ronald J. Miller, acting superintendent of DLE's state police division, named Lt. William Pierce, Highland, as deputy superintendent for field operations effective in December. Pierce, who was the operations officer for the nine-county state police district headquartered in Maryville, replaced Captain Robert H. Klemm, Springfield. Klemm was reassigned to DLE's office of professional standards.

The judiciary

The Illinois Supreme Court made the following appointments:

William C. Calvin, Clinton, as chairman and Harry G. Comerford, Chicago, as vice chairman of the executive committee of the Illinois Judicial Conference, effective November 30. Calvin is judge of the 6th Circuit. Comerford is the chief judge of the Cook County Circuit Court. Circuit judges named to the executive committee effective December 1 were: Louis B. Garippo, Chicago, Cook County Circuit Court; Ivan L. Yountz, Pekin, 10th Circuit; Harry D. Strouse Jr., Barrington, 19th Circuit; and Vincent W. Tondryk Jr., Chicago, Cook County Circuit Court, who was reappointed. Frank X. Yackley, Ottawa, was named to the executive committee December 14 and was elected chief judge of the 13th Circuit by his fellow circuit judges effective January 1.

Allen Hartman, Chicago, was appointed to the Supreme Court Rules Committee effective December 4. Hartman is judge of the First District Appellate Court.

Recent elections include:

Joseph F. Cunningham, Belleville, as chairman of the Conference of Chief Circuit Judges, effective January 18. Cunningham is chief judge of the 20th Circuit.

Robert J. Downing, Glenview, elected to a third term as chairman of the executive committee of the First District Appellate Court, effective January 18.

The Supreme Court appointed the following circuit judges:

Louis J. Perona, Spring Valley, as judge of the 13th Circuit, by the Supreme Court effective December 1. He replaced Thomas R. Clydesdale, Oglesby, who retired.

Joseph T. Lavorci, Burr Ridge, as judge of the Cook County Circuit Court by the Supreme Court effective November 28. Lavorci was formerly an associate judge.

Coal conversion task force

Gov. James R. Thompson appointed an administration task force on Energy Conservation and Coal Conversion. On January 9, the same day he delivered his "State of the State'' message in which he said his administration "intends to convert every state government and state facility it can from oil and gas to Illinois coal." The task force is charged with finding out what must be done to gain maximum energy efficiency for state installations with maximum use of Illinois coal. Its recommendations, including legislative proposals if necessary, are due August 1.

Named to the task force were: Samuel K. Skinner, chairman of the Capital Development Board; Frank Beal, director of the Institute of Natural Resources; Michael Mauzy, director of the Illinois Environmental Protection Agency; Robert Mandeville, director of the Bureau of the Budget; Richard Carlson, assistant to the governor for energy and natural resources; and Susan Young, assistant to the governor for transportation, capital and business regulations, There are no public members.

Other appointments include: Patrick J. Dixon, Sugar Grove, who was named associate judge by the judges of the 16th Circuit effective December 28, and U.S. Collins, Macomb, who was reelected chief judge of the 9th Circuit effective December 3.

The Supreme Court has assigned the following retired judges to judicial service:

John J. Clinch Jr., Peru, who retired as associate judge June 3, 1979, has been assigned to the 19th Circuit until further order effective January 1.

William J. Gleason, Woodstock, who retired as circuit judge December 5, 1976, was assigned to the 19th Circuit until further order effective December 15.

Dan McNeal, East Moline, who retired as circuit judge December 5, 1976, was assigned to the 14th Circuit through June 30.

The Supreme Court announced the following retirements:

Richard Stengel, Rock Island, as judge of the Third District Appellate Court effective December 1. A member of the executive committee of the Illinois Judicial Conference, he served four terms (1948-1956) in the Illinois House. In 1956 he ran unsuccessfully for the U.S. Senate against the late Everett McKinley Dirksen.

John T. Reardon, Quincy, as circuit judge assigned to the Fourth District

Appellate Court effective November 30. Reardon had served two terms as Adams County state's attorney, was chairman of the Conference of Chief Circuit Judges and a member of the executive committee of the Judicial Conference.

Edward E. Plusdrak, Palatine, as circuit judge of Cook County effective December 29. Plusdrak had been a judicial officer since 1962.

Clarence E. Partee, Mount Carmel, as judge of the 2nd Circuit effective December 27, Partee served as Wabash County judge from 1938-1942.

Harry L. Ziegler, Fairfield, as judge of the 2nd Circuit effective March 31. Ziegler has been a judicial officer since 1958.

Frank J. Meyer, Danville, as judge of the 5th Circuit effective December 15. A Vermilion County judge from 1950 through 1962, he had served as circuit judge since 1971.

Bray joins Paddock Publications

Jim Bray, Springfield, as Springfield correspondent for Paddock Publications by vice president and editor Daniel Baumann effective January 2. Bray, who previously served as staff writer for the St. Louis Globe-Democrat, replaced Steve Brown who resigned to join Chicago Mayor Jane Byrne's staff.

Miller heads State Historical Society

Kenneth R. Miller, Mount Vernon, was elected president of the Illinois State Historical Society at the society's 80th annual meeting at Harrisburg in October. Miller is the executive vice president of the Mitchell Foundation and Art Museum in Mount Vernon. Also elected was Dr. Robert Bone, Normal, as senior vice president of the society. Bone is president emeritus of Illinois State University, Bloomington.


Other appointments

Dan Hopson, Bloomington, Ind., as dean of the Southern Illinois University School of Law at Carbondale by a law school search committee effective August 1980. Hopson, whose position needs approval of the SIU Board of Trustees, is a professor of law at Indiana University at Bloomington. He will replace Hiram H. Lesar who is retiring.

Glenn Harper, Springfield, as associate director of natural resources for the Department of Conservation (DOC) by director David Kenney effective December 1. Harper, previously chief of DOC's information and education division, replaced Donald Wills who resigned to teach geology at Monmouth College, Monmouth.

Edward Harris, New York City, as manager of the risk management division, office of fiscal management of the Department of Administrative Services by director Vince Toolen effective in January. Harris was previously an insurance administrator with Chenley Industries.

Arvid Hammers, Springfield, as director of the new state office of the Illinois Collaboration on Youth, effective January 1, by the office's joint sponsors, the Youth Network Council, the Illinois Youth Service Bureau Association and the John Howard Association. The purpose of the federally funded project is to develop support for changes in the juvenile justice system and to monitor state compliance with the federal Juvenile Justice Act of 1974. Hammers was previously a senior research associate for the Illinois Legislative Council.

Keith R. Lape, Springfield, as associate director for educational program services for the Illinois Community College Board (ICCB), effective December 1. Lape, who was appointed by the ICCB, is the manager of the adult continuing education section of the Illinois State Board of Education. He replaced Paul M. Starnes who resigned.

Ellen C. Craig, Chicago, as special assistant for consumer affairs by the governor effective November 28. Craig has been acting special assistant since June 1979.

Kathy Rem, Springfield, as press secretary for Lt. Gov. Dave O'Neal effective December 17. Rem, who was previously deputy press secretary for the Senate Republicans, was named by O'Neal to replace Fred Straub, Springfield. Straub resigned to take a position with the Association for Modern Banking in Illinois.

Dr. Norman F. Ramsey, Belmont, Mass., as president of Universities Research Association, Inc. (URC), by the trustees effective November 9. URC operates the Fermi National Accelerator Laboratory, Batavia. Ramsey is a physics professor at Harvard University, Cambridge, Mass., and replaced Milton G. White who died October 16.

William J. Taylor, Barrington, as a board member of the Illinois State Chamber of Commerce, by the board effective November 16. Taylor is the president and chief executive officer of the Illinois Central and Gulf Railroad. Also elected to the board was Roland W. Stebbins, Rockford, effective December 14. Stebbins is manager of legislative affairs and industrial relations for the Rockford Area Chamber of Commerce.

Barbara Boston, Virden, as assistant executive director of the Illinois Trial Lawyers Association, by president John E. Norton and executive director Snyder E. Herrin II effective October 15. Boston was secretary and legislative aide to Rep. Michael McClain (D., Quincy).

Honors

Florence Lowden Miller, Chicago, and Waller L. Creese, Champaign, received cultural achievement awards from the Heritage Conservation and Recreation Service of the U.S. Department of the Interior in November. Miller's award was made in recognition of her efforts to restore Pullman. Creese was honored for his work as a member of the Consulting Committee on the National Survey of Historic Sites and Buildings.

Deaths

Former Speaker of the House Warren L. Wood at St. Joseph Hospital, Joliet, January 13. A Will County Republican, Wood served in the House from 1935-1965 and was speaker four terms. The electric roll call machine was first used in 1951 while he was speaker. During the 1960's, he was a strong advocate of the "Court of the Union," to be made up of chief justices of all state supreme courts with power to overrule the U.S. Supreme Court on such issues as legislative reapportionment.
