The comptrollers monthly repon showed the general funds average daily available balance for February to be $548 million; the general funds end-of-month balance was $501.7 million; the combined funds end-of-month balance was $713.7 million. . . . The final adjusted statewide unemployment rates for January and February were 7.1 percent and 7.0 percent, respectively. The preliminary state-wide unemployment rate for March was 6.9 percent. Final unemployment rates for January and February and preliminary rates for March in the state's major cities were unavailable as of the end of March because of changes in methods of gathering unemployment data. . . . Foreign-owned farmland in Illinois totaled 110,838 acres as of March 21. In October 1979, the U.S. Department, of Agriculture reported aliens owned 29,477 acres of 'Illinois farmland, based on all reports of foreign ownership then available. Three months later, that figure was expanded to 42,824 acres, based on additional reports on foreign ownership.
